Yes, Womanizer is entirely in triplets / triplet swing, so it definitely counts.

Could I put BPM changes on a song to make it like Saber Wing? For example, making a song that's normally 140 BPM and making it 70-210 BPM.

Saber Wing has a 12th rhythm, it's waltzy, regardless of bpm/arrow color, so it's allowed.

Taking a song like DEAD END, and charting it with purple arrows by changing the bpm however, is not allowed.

I'd say only Heavy

needs them, because adding them to the Beginner

or

makes the charts needlessly complex.
