Wow, it is actually hard this time.
I literally have no idea. My best guess is that it's from a Sega console due to certain graphical stuff, but that's as far as I can go without googling.
If you want a name nonetheless, I'll say a newer version of Enduro Racer for the Master System.

While wrong, you're actually fairly close. This is Hang-On by SEGA, one of the very first games to ever use 16-bit graphics back in 1985. Enduro Racer was also released by SEGA as a sort of sister-sequel. Instead of a MotoGP style road-race, it was on dirt bikes and featured jumps and stuff. Sorry, bro.

Let's be real, here, at least this actually exists to TRY to keep the Forum Games from being a total joke. Go to rate the music or multiple choice thread if you want garbage being posted every half hour, yeah?
