No, you have to create an online Konami ID.

Well I've tried 3 times and all I got was "This webpage is not available ERR_CONNECTION_RESET" after completing the form so guess like I won't be able to do this.

I just received an email from Konami detailing the alpha test period.
The alpha test will begin from 10/22 12:00 to 10/28 23:59 JST.

I got the email too! It basically says I can play for a week, here's a link to survey #2 (not live yet), and here's a link to the bug submission page (not live yet).
The Infinitas Launcher is still stuck at 20150826. I tried to launch Infinitas directly and I got a 5-1501-0042 error. (Seems normal.) So they haven't made the new client available yet.

I got the email, but I'm still not sure about whether or not I'll be able to download it, since it mentions something about having to register an e-Amusement Pass, which is something I don't have. Did anyone have to register an e-Amusement Pass for the 1st alpha test or nah?

Really hope the e-Amuse pass thing doesn't prevent me from playing either, i don't have an e-amuse pass at all

It looks like you can make a virtual e-Amusement pass. Follow this link if you're already logged in, and put in the 4-digit PIN you want to use in both forms.
Or,

2. Click the e-Amusement tab on the top (not the "e-Amusement PASS MAIN MENU" button)
3. Click on the bottommost button on the left (the one that says "e-Amusement Pass(仮想)")
