Because we've had problems in the past with people signing up, getting a category and basically stealing all of our sims and passing them off as their own.
This means that only registered non-dicks get access to use sims. It's not THAT hard to get to 50, just don't be a dick. I did it and I'm a really hateable person, so...

You're absolutely allowed to make a topic for your simfiles in the Simfile Discussion subforum and use other hosting services until you're up to 50 points.
