i think he's referring to these ones:

in which the backgrounds have really noticable jpg compression, and thus look like they were sourced from elsewhere.
unless you made the backgrounds first, saved them as a very low quality jpg and then decided to use them for banners (i can't imagine why you would do this). is that what you did?
