My Life Would Suck Without You (Probably the most understepped of all the DDR 2010 lisences.)
Funkytown Difficult (Expert makes up for it, though.)
Never Gonna Give You Up (A few 16ths during the chorus would have been better.)
You Got It (The Right Stuff) (A few 16ths during the verse would have been better.)
BOOM BOOM DOLLAR (Adding a shock arrow Oni chart in X3 didn't help make the chart the best it could be.)
LOVE THIS FEELIN' (No explanation necessary.)
Last Message Oni (As we all know, this chart was unfinished. But, I had to bring it up.)

OVERSTEPPED:
freshmagicgroove Oni (I can predict a lot of people disagreeing with me on this, but the Expert chart was fine. This chart was totally uncalled for.)
PARANOiA Revolution Oni (Take out the 16ths at 360 BPM, and it'll be perfect.)
La Senorita Basic (The Expert chart has only 53 more combos than this chart.)
IN THE NAVY '99 (XXL Disaster Remix) (Once again, I can predict a lot of people disagreeing with me on this, but this whole chart is terrible. The gallops in the chorus remind me of what Gangnam Style would like in 1999/2000. Also, way too many jumps in this one.)
GENOM SCREAMS Basic (About 60% of this chart is jumps.)

Don't forget halving too or lest we forget that bag is 130bpm in IIDX and 65bpm in DDR. If bag was 130bpm on DDR initially, there is no way it would have got the initial 10 rating.

I think people were presently surprised that Vanessa was a straight 185BPM and no BS BPM changes.

UNDERSTEPPED:
ONLY YOU Expert (I also feel like this chart is more of a 6 than a 7.)
Sakura Oni (The fact that it's easier AND has less combos than the Expert chart proves it.)
MAXIMIZER Expert (The Oni chart in Universe 1 is what this chart should have been.)
WHAT A WONDERFUL WORLD Expert (If there were more steps in the intro, I would excuse this song & chart from the category.)
MODERN GIRL Expert (Wow. I just named 2 licensed songs from SN AC in a row. Anyhow, this chart is in the understepped category because the verses could use some 16ths to follow the lyrics. Yes, I'm aware those 16ths I was referring to are at the end of the song.)
DAM DARIRAM (KCP MIX) Expert (The pre-chorus part could use a few minor touch-ups, and the part after the 1st chorus could have been like the part towards the end of DEAD END Expert with the jacks.)
Saturday Night Love Expert (This chart could use a few 16ths throughout.)
BURNIN' THE FLOOR Expert (This song should have been the STREAM Special. I am saying this because the chorus could have been A LOT streamier. Turns out, we just get a bunch of 8th notes & minimal quarter notes instead.)
TSUGARU Expert (The 12th note segment could have more steps, especially towards the end of that part of the song.)
My Hero Expert (This was a solid 6. But, if an Oni chart rated a 7 or 8 existed, this chart wouldn't be in the understepped category.)

OVERSTEPPED:

IF YOU WERE HERE (L.E.D.-G STYLE REMIX) Expert (I can't wait to find out how many people are gonna be disagreeing with me. But, I just had to put this chart here because of the ending.)
I'm so Happy Oni (When this song was put into X2 for APPEND FESTIVAL, we are all shocked at this 16-foot chart. When Theory of Eternity was put into X2 for APPEND FESTIVAL, the Oni chart was an abysmal 10-foot shock arrow chart. Also, did this & Theory of Eternity get removed after APPEND FESTIVAL?)
Big Up (Binghi Ghost Remix) Expert from Ultramix 4 (Difficult was fine. Expert was a disaster because no one puts that many 16ths in a licensed song, especially at 190 BPM.)

Also, I would've put WILD RUSH in the understepped category. However, you can't do that much more with the song.

understepped because it's included in a boss course, and having another 10 (albeit pseudo 10) along with PSM would be crazy (I guess?).

I agree with the original not being all that understepped. On the other hand, the nonstop megamix version was handled poorly, easily could be a hard 8/somewhat easy 9.

HAVE YOU NEVER BEEN MELLOW (MM GROOVIN' MIX) Expert (As we all know, the original from 1st Mix could fit here. But, this remix from 4th Mix can also work. It lacks the 16ths it needs during the instrumental parts, and the verse could use a bit more "oomph". That last part sounded wrong...)
AFRONOVA Difficult (Basic was fine. Difficult, on the other hand, is way understepped because it adds only 30 extra notes.)
IF YOU CAN SAY GOODBYE Expert (As I said with HAVE YOU NEVER BEEN MELLOW (MM GROOVIN' MIX), the chart lacks 16ths during the instrumental parts, and the verse doesn't tell me why. (Pun intended.) Also, the # of jumps is a little high for this one.)
So What Difficult and Expert (A 2-for-1 bonus with this song. (That's what she said.) The Difficult chart is just quarter notes, and it needs more than that. The Expert chart is, first of all, NOT an 8. It also needs a bit more 12ths during the "Tonight, I'm alright..." part of the chorus. Also, am I the only one who thinks that the cut for this song is really bad?)
Pocketful of Sunshine Expert (The chorus could have had a lot more stream, but KONMAI decided to take the easy way out.)
Love Like This Expert (2 Natasha Bedingfield songs in a row. The beginning & ending were perfect. However, everything in between was just a bunch of mish-mash. It would be better if there were more 16ths to follow the lyrics.)
FOLLOW THE SUN (90 IN THE SHADE MIX) Oni (This chart would be better if there were 16ths during that first instrumental part and gallops throughout the rest of the song.)
TOGETHER AND FOREVER (Both) Expert (Different artists, different renditions of the same song, yet they both have only bland quarter notes during the chorus of each version.)
Jam Jam Reggae (AMD SWING MIX) Expert (Now, I see why this song was cut on Supernova 2. It wasn't played enough because the steps were mostly just step-jump-step-jump-etc. in an 8th note sequence at 90 BPM. If there were more 16ths throughout, then more people would've played it, and it wouldn't get cut on Supernova 2.)
XANADU Basic, Difficult, AND Expert (You all know why this is in the understepped category.)

OVERSTEPPED:
Musk Up Difficult (Expert was fine, considering that's about the most you can do with a song like that. Difficult only had 25 less combos than Expert, making it go into the overstepped category.)
PARANOiA ETERNAL Expert (EXTREME AC chart) (I'm probably the only one who really liked the 5th Mix chart. But, redoing it with freeze arrows was just overkill.)
Summer Fairytale Oni (None of us have seen the chart, but I'm only putting it here because I can't imagine a 14 for this song without going all MY FIRE (UKS MIX) Oni on it.)
MY FIRE (UKS MIX) Oni (Since I just mentioned it above, it goes in this category. No further explanation necessary because everyone has already done it.)
XANADU Oni (The other 3 charts for this song were understepped, as mentioned above. But, this off-sync troll chart is overdoing it. KONMAI just didn't know how to step this song correctly.)

BLUE IMPULSE Oni Doubles (1 combo. That's it. Take that, 1, 2 Step Beginner!)
1, 2 Step Beginner (19 right arrows. That's all you could think of, KONMAI?)
NEVER GONNA MAKE (Factory Team Dance Mix) Expert (The song is catchy. But, the chart had so much potential. And KONMAI, as usual, took the easy way out.)
AFTER THE GAME OF LOVE Expert (I can envision a chart for this song that follows Scotty D.'s lyrics. Sadly, this bland 5-foot (now an 8-foot) chart is all we got. Also, what does NBA Power Dunkers 3 have to do with this song, considering it's about sex?)
JANEJANA Expert (It'd help if there were 16ths throughout the song, instead of only at the beginning & end.)
Dazzlin' Darlin Expert (Why didn't they pull off a Second Heaven & make the location test chart the Oni chart it needed?)
Dazzlin' Darlin (AKBK MIX) Expert
(While this chart was good, the song had potential to be a 15. Also, I find it funny that this remix was in the same game as the original, and that I mentioned the original before this.)
DREAM A DREAM Expert (The remix in Solo 2000 was perfectly stepped, especially in the verse. In the original, we got a bland & understepped chart throughout.)
HERO (HAPPY GRANDALE MIX) Expert (This song actually almost didn't make the list. But, a few minor touch-ups could be done toward the end of the song.)
Midnite Blaze Expert (Luckily, the chart from the 5th Mix Data Bank makes up for it.)

OVERSTEPPED:
Midnite Blaze (SySF Mix) Expert (As stated above, the original was understepped. This remix took it a little overboard.)
Go For The Top Oni (This chart should not have bern created. Besides, IIRC, no one even FC'd this chart yet!)

Also, how come I can't think of many overstepped charts, yet I can think of a lot of understepped ones?

A lot of understepped songs are from the older DDR mixes, when there was a lesser focus on following the music close and more on emulating dance moves.

Should the older songs be considered understepped because of that?

I suppose it's a matter of opinion. Personally I dont see them as understepped since they came from an older era of DDR, but you could argue that different eras should still be judged equally as far as the charts are concerned.

I think many of the older steps are fine. Some could use a chart for added difficulty. A perfect example is Sky High-Lucyfer. That song is begging for some 16th runs. Konami has indirectly added some new charts though. Take for example the 4th mix plus and DDR Festival stuff whose charts were basically ones.

BTW, we all know Forever Sunshine is overstepped !

PARANOiA Revolution actually flows very well, just the arrow placement and the 16ths at 360 bpm is crazy.

UNDERSTEPPED:
CONGA FEELING Expert (I'm pretty sure we can all agree that this chart is the worst of all the new songs for 4th Mix Plus. But, almost 8 years after 4th Mix Plus came out in Japan, DDR Universe 3 comes out in America; with a similar type of song, Conga by Miami Sound Machine. When you compare this abysmal chart to the amazing 8-foot Expert chart AND 10-foot (!) Oni chart of Conga, CONGA FEELING Expert loses automatically.)
GOTCHA (THEME FROM STARSKY & HUTCH) Expert (A few minor touch-ups throughout are needed to remove this chart & song from this category.)
B4U Expert (Read above.)
Le Freak Expert (There could be some 16ths to follow the funky guitar riff during the chorus.)
Good Times Expert (The other song by Chic in DDR. And its chart has the same problem as that of Le Freak. How fitting!)
Disturbia Expert (Seriously, KONMAI. The chart from the demo at E3 2008 was perfect. Why did you have to replace a perfectly normal 7-foot (I think...) chart with an understepped, crappy 5-foot chart?)
Do You Know (The Ping Pong Song) Expert (I literally just mentioned 3 HOTTEST PARTY 3 licenses in a row. The problem with this chart is that there aren't any 16ths when there needs to be.)

CAN GO BOTH WAYS, JUST LIKE THE STATE OF OHIO:
IN THE HEAT OF THE NIGHT Expert (I believe that this chart can go into either the overstepped category or the understepped category because the verse is very bland, but the chorus is just plain overkill.)

EXCUSED FROM BEING UNDERSTEPPED BECAUSE NOT MUCH MORE CAN BE DONE:
Dream on Dreamer Expert (Why this song that NOBODY knew before DDR HOTTEST PARTY 3 was put into DDR HOTTEST PARTY 3 is beyond me. Aside from the fact that nobody knew the song, this song doesn't scream "PUT ME IN A DDR GAME!" to me. It does, however, scream "IF YOU DO PUT ME IN A DDR GAME, YOUR BRAIN WILL HURT JUST THINKING OF WHAT YOU CAN DO WITH ME!" And this chart proves it.)
MARS WAR 3 Expert (I guess KONMAI was too lazy to make a new original song to represent Mars for the Planet Songs during the production of Supernova 2. So, they just decided to transplant a song from pop'n music 13 Carnival that just happened to have the word "Mars" in the title---without even thinking how understepped it would be, no matter how many times they try to make it perfect. And we got a bland understepped chart. But since that's the most you can do with that specific song, this chart is excused.)

I thoroughly enjoy MARS WAR 3. I don't think it's understepped at all.

Well, It could be much harder but i agree that the steps are fine.

Mars War 3 probably could have had a 13-ish oni chart, I think, but I agree that just about all of the planets are somewhat understepped. Jupiter oni could have been a 12/13, Saturn could have been a 14/15, though I like how they added in a challenge chart to Venus in the release of DDR X. (Albeit mis-rated, but later corrected)

Saturn did technically have a chart. It's the SN2 beta chart. It's a good 14. I made a little video below to compare the expert chart to the beta one...

I'd call that beta SN2 chart more like a 13 quite honestly. I feel like this is a much better Saturn challenge chart that uses the song to it's fullest potential:
