MODERN GIRL Expert (Wow. I just named 2 licensed songs from SN AC in a row. Anyhow, this chart is in the understepped category because the verses could use some 16ths to follow the lyrics. Yes, I'm aware those 16ths I was referring to are at the end of the song.)
DAM DARIRAM (KCP MIX) Expert (The pre-chorus part could use a few minor touch-ups, and the part after the 1st chorus could have been like the part towards the end of DEAD END Expert with the jacks.)
Saturday Night Love Expert (This chart could use a few 16ths throughout.)

AFRONOVA Difficult (Basic was fine. Difficult, on the other hand, is way understepped because it adds only 30 extra notes.)
IF YOU CAN SAY GOODBYE Expert (As I said with HAVE YOU NEVER BEEN MELLOW (MM GROOVIN' MIX), the chart lacks 16ths during the instrumental parts, and the verse doesn't tell me why. (Pun intended.) Also, the # of jumps is a little high for this one.)

A lot of understepped songs are from the older DDR mixes, when there was a lesser focus on following the music close and more on emulating dance moves.

I suppose it's a matter of opinion. Personally I dont see them as understepped since they came from an older era of DDR, but you could argue that different eras should still be judged equally as far as the charts are concerned.

CONGA FEELING Expert (I'm pretty sure we can all agree that this chart is the worst of all the new songs for 4th Mix Plus. But, almost 8 years after 4th Mix Plus came out in Japan, DDR Universe 3 comes out in America; with a similar type of song, Conga by Miami Sound Machine. When you compare this abysmal chart to the amazing 8-foot Expert chart AND 10-foot (!) Oni chart of Conga, CONGA FEELING Expert loses automatically.)
GOTCHA (THEME FROM STARSKY & HUTCH) Expert (A few minor touch-ups throughout are needed to remove this chart & song from this category.)
B4U Expert (Read above.)
Le Freak Expert (There could be some 16ths to follow the funky guitar riff during the chorus.)
Good Times Expert (The other song by Chic in DDR. And its chart has the same problem as that of Le Freak. How fitting!)
Disturbia Expert (Seriously, KONMAI. The chart from the demo at E3 2008 was perfect. Why did you have to replace a perfectly normal 7-foot (I think...) chart with an understepped, crappy 5-foot chart?)
Do You Know (The Ping Pong Song) Expert (I literally just mentioned 3 HOTTEST PARTY 3 licenses in a row. The problem with this chart is that there aren't any 16ths when there needs to be.)

Dream on Dreamer Expert (Why this song that NOBODY knew before DDR HOTTEST PARTY 3 was put into DDR HOTTEST PARTY 3 is beyond me. Aside from the fact that nobody knew the song, this song doesn't scream "PUT ME IN A DDR GAME!" to me. It does, however, scream "IF YOU DO PUT ME IN A DDR GAME, YOUR BRAIN WILL HURT JUST THINKING OF WHAT YOU CAN DO WITH ME!" And this chart proves it.)
MARS WAR 3 Expert (I guess KONMAI was too lazy to make a new original song to represent Mars for the Planet Songs during the production of Supernova 2. CONGA FEELING Expert (I'm pretty sure we can all agree that this chart is the worst of all the new songs for 4th Mix Plus. But, almost 8 years after 4th Mix Plus came out in Japan, DDR Universe 3 comes out in America; with a similar type of song, Conga by Miami Sound Machine. When you compare this abysmal chart to the amazing 8-foot Expert chart AND 10-foot (!) Oni chart of Conga, CONGA FEELING Expert loses automatically.)
GOTCHA (THEME FROM STARSKY & HUTCH) Expert (A few minor touch-ups throughout are needed to remove this chart & song from this category.)
B4U Expert (Read above.)
Le Freak Expert (There could be some 16ths to follow the funky guitar riff during the chorus.)
Good Times Expert (The other song by Chic in DDR. And its chart has the same problem as that of Le Freak. How fitting!)
Disturbia Expert (Seriously, KONMAI. The chart from the demo at E3 2008 was perfect. Why did you have to replace a perfectly normal 7-foot (I think...) chart with an understepped, crappy 5-foot chart?)
Do You Know (The Ping Pong Song) Expert (I literally just mentioned 3 HOTTEST PARTY 3 licenses in a row. The problem with this chart is that there aren't any 16ths when there needs to be.)
CAN GO BOTH WAYS, JUST LIKE THE STATE OF OHIO:
IN THE HEAT OF THE NIGHT Expert (I believe that this chart can go into either the overstepped category or the understepped category because the verse is very bland, but the chorus is just plain overkill.)
EXCUSED FROM BEING UNDERSTEPPED BECAUSE NOT MUCH MORE CAN BE DONE:
Dream on Dreamer Expert (Why this song that NOBODY knew before DDR HOTTEST PARTY 3 was put into DDR HOTTEST PARTY 3 is beyond me. Aside from the fact that nobody knew the song, this song doesn't scream "PUT ME IN A DDR GAME!" to me. It does, however, scream "IF YOU DO PUT ME IN A DDR GAME, YOUR BRAIN WILL HURT JUST THINKING OF WHAT YOU CAN DO WITH ME!" And this chart proves it.)
MARS WAR 3 Expert (I guess KONMAI was too lazy to make a new original song to represent Mars for the Planet Songs during the production of Supernova 2. So, they just decided to transplant a song from pop'n music 13 Carnival that just happened to have the word "Mars" in the title---without even thinking how understepped it would be, no matter how many times they try to make it perfect. And we got a bland understepped chart. But since that's the most you can do with that specific song, this chart is excused.)

I thoroughly enjoy MARS WAR 3. I don't think it's understepped at all.

Mars War 3 probably could have had a 13-ish oni chart, I think, but I agree that just about all of the planets are somewhat understepped. Jupiter oni could have been a 12/13, Saturn could have been a 14/15, though I like how they added in a challenge chart to Venus in the release of DDR X. (Albeit mis-rated, but later corrected)
