I do not understand the post above me (edit: or rather, on the previous page) at all. But aside from that,
How do you mean? It's actually possible to define the difference between a 14 and 15. A 14 is a hard 9 on the old scale, something like Konoko no Nanatsu no Oiwaini is a good example - much harder than your average 9 but not hard enough to be a 10 (or 15). I know what a 14 is and so I can make statements like "Fuchinkan / Yellow Candy should be a 14, not a 13". Can anyone define the difference between two adjacent ratings in a 100 point system? Unless you have some kind of formula for determining difficulty (like 'average steps per second * 10' or something) then it's not really possible to rate to that kind of precision.

I'm just not happy with Paranoia Survivor and a few others being a 14 hanging with stuff like Shiny World.

I haven't played Shiny World but it could be that either that or Paranoia Survivor is misrated.
That being said, there will always be something at the low and high end of each rating regardless of how fine your scale is. The same applies for everything really.

Aren't Paranoia Survivor and Max 300 about the same in difficulty? If so, then I guess the former should be rated 15.
I do sort of like the sound of the Mungyodance scale, but I would probably have to see it in action to form a fair opinion.
Not to pry, but was I off about anything in my guess on the conversion from old scale to X scale?

The conversion is something like this:
Typical DDR beginner 1 with a step on every second beat up to ~170-180 = 3 (easier charts than this get 1-2)
I usually just add 2 to the ratng for everything from 2-5 or so, though this may not be entirely accurate and I vary it slightly for borderline cases
6 = 7-8
7 = 9-10
8 = 11-12
9 = 13-14
10 = 15-16
11 = 16-17
12 = 17-18
13 = 18-19+?
Not too sure about 17 and above since even Konami is pretty inconsistent with their definition of what makes a 17-18 and gimmicks tend to factor into it far more heavily than they do in ITG. There aren't many songs in DDR that are around an ITG 12 or above that aren't at like 100-400 bpm or similar so it's pretty hard to find a basis for comparison when I'm trying to give X style ratings to my harder charts. Harder DDR charts also tend to place a lot more emphasis on technical charting (crossovers and odd turns) and BPM gimmicks, compared to footspeed/stamina which also makes it pretty hard to directly compare anything past 10-11/15-16 or so.
