Yes,it is available. 
I unlock the rest of the courses and all the missing accesories I needed in HMM with this.

I finally got the game working! But, my save isn't working at all... I get some error in japanese with a couple of options, one being yes and the other no, does anybody have any idea what could have gone wrong?

You mean in North America and Europe? No, traditionally, a separate version is created for both North America and Europe. The North American version was released in September, before AC X was even finalized.
