New things have happened, I give people their chance to change their minds when anything involving another player changing the board in some way occurs. It's to stop people from getting a bomb in something like Military Aid and just dumping it in a reserved square for an easy elimination.

If 24 hours have elapsed, I will just go with the reserved square.

They could be someone that just bombed out, they could be a player in waiting, they could have played previously, the choice is yours. The only rule is that when they're in, they cannot place a bomb, so they will be at a slight disadvantage...

No. An Invite selection is a special case so if you select someone prematurely they will still get to play later when it's their real turn.
