La Senorita Challenge Doubles looks insane, but in a way that I might actually want to try, unlike most 15+ songs. I guess they had to give it some extra oomph to put some space between it and the classic Doubles chart.

honest question, why do ratings matter so much in the community? will a low number make the song unworthy? does a large number just make it more desirable to play?

I'm gonna give a massive overexplanation as an answer to your question, so scroll to the bottom for a tl;dr.
Obvious logic, but the higher the rating , the more difficult it is to play.
However, there are also times where a song sounds like it should have a chart with a very high rating, but for some reason it doesn't and in THESE situations it could be considered less worthy to have a low-rated chart. (An easy example of this at the moment (in my opinion) is Cytokinesis, in which its hardest chart is only rated a 14 (The DDR scale is 1-19), yet the song has a very hardcore sound which could easily warrant a level 17 or 18 chart.
The best I can say is that people do like higher-rated charts, but only if the rhythms of the song actually fit, and if the chart itself is well-designed.

There's no better example of how the above quote can go wrong than with the infamously bad DEAD END ("GROOVE RADAR" Special) chart. A level 18 chart with patterns that are very questionable at best and absolute dogshit at worst.
On top of all that, ratings also matter as people want an accurate measure of a song's difficulty.
For example, when "Samurai Shogun vs. Master Ninja" debuted in DDR 2014, its Expert chart was rated a Level 14. However, over the years, people have had the opinion that the chart should be a 15. Lo and behold, in DDR WORLD, the song was re-rated to a 15 (NEARLY TEN YEARS AFTER THE SONG RELEASED).
tl;dr
Low rating charts are easier and "less fun", but people do still like to play them either to get perfect scores or simply to chill.
High rating charts are more difficult and fun to play, but only if they are well-designed and as long as they don't feel unnecessary.

I think the best way to describe why people are frothing at the mouth for this one to be difficult is because it’s a boss song. Extra Savor is just unlocks in general, and unless I’m mistaken this is part of a song pack and not an unlock, so what a “boss song” is has kinda changed but a new “Max” is absolutely a boss song no matter how it’s added to the game. I don’t think most players have an issue when something like Beluga was introduced because it was a great sounding song and the chart fit. Being a lower wasn’t inherently an issue. I don’t really see a lot of the “lowers are less fun” sentiment you described. They can be slept on because players now a days will often one shot the PFC then move on, but generally speaking if a chart is good and appropriate it will get love.
A higher number doesn’t make the song more desirable to play for most of the community, I think there’s a tendency to overestimate how many players are actually passing 18s and 19s. When something like this drops players want it to be hard so they can see how the top players handle it. There’s keyboard players too, but quite frankly 4 key has no business being in the discussion with 4 panel and I couldn’t possibly care less if someone who hasn’t played on a pad in years (or even ever) finds a song to be under charted. There’s so many options for them to get the kind of content that they want, a game meant to be played on pad simply shouldn’t cater to them. I honestly think the average player will get the most excited for a new hard chart in the 14-16 range, just based on the reception I see for new songs and charts. Others can still be well received like Funk Boogie challenge, players definitively seem to like that, but it’s hard to deny players are more excited for the 14-16 charts being added than a 12 or even a 17. Players generally don’t want a song to be an 18 or a 19, but they do want to see how top players do on boss songs.

I know JAG explained in a long winded manner. I'll put it another way. The MAX series of songs are all boss songs. They are meant to be the barrier between you being good, and you being an expert at the game. Nowadays a lot can pass MAX 300

I'm thinking it'll be a new Fascination song, rather than a MAX song. I think that Fascination spun off into its own series, apart from the MAX series, and this is following the artist/title style of 100-200-400 / Fascination MAXX, from what I'm seeing there...
