I'd give that chart a 10 on the X-scale. There is no way that should be an 8 on the old scale; it's definitely a 7. The chart is complex, but it runs at 102 bpm, so...

That chart is quite odd because of its really low stepcount and speed, but has 16ths that are difficult to read without speed modifiers. Rhythm/pattern difficulty is about level 9, but chart density is between level 6~7. Overall, level 8 is probably most reasonable.
