With the whole Rinon's adventure, I think everything was fine before Neutrino and Cosy Catastrophe were released. When those songs were released (specifically the challenge charts), the event took a turn into "Be A Rhythm Game God" Lane and went straight into hell as we know it when good ol' Endymion reared it head. But putting ACE FOR ACES after all of that should make you feel accomplished, and in the end makes you feel like you wasted your time playing a shady song on an "easy" difficulty after shredding your legs trying to be a rhythm game god. The most unforgivable part was the DDR X announcers in ALL OF THE GODDAMN SONGS!!!!!!!!
As for the 18s, some of them do seem to be weaker than other lower difficulty songs but only one chart was changed from 18 to a 17 (The Legend of Max X-SPECIAL). For me, The old 18 single charts seem the most questioned, but some of the old doubles charts will make you eat the pads you're walking on some 10 years later since they have been released. (PARANOiA~Hades~ and Pluto Relinquish anyone?)

Yeah i was speaking strictly to singles since I haven't passed above a 16 on doubles (only been trying for like 2 years) but IIRC the ratings are even MORE fucked up on that one (Spanish Snowy Dance anyone?)
