Okay this is going to be a 50/50 toss up between two characters.

Blanka and Fuuma Kotaro.

Now given the clue "one of the earliest Street Fighter II clones". I'm lead to believe that its Fumma Kotaro as he is from World Heroes as the game is an early Street Fighter II clone. Blanka is a character from the Street Fighter series so that eliminates him.

So Fuuma Kotaro is my final answer. Though I feel like i'm going to be shot in the foot for getting this wrong.

Max Ammo - Refills your gun's ammo to max, obviously.
Insta-Kill - A real powerup, makes it so that ANYTHING will kill a zombie. Lasts about 30 seconds. Handy to have since you can go around knifing them to really pile on your cash.
Gun Randomizer - Completely made this one up. I assume it would be something like "takes away your guns and replaces them with completely random ones."
Double Points - While active, all points are worth double.
