It's from "Pani Poni Dash!" One of the characters says "Maho!" a lot, even though it has no meaning. The "...of the year" part came from another character in the same series, who adds that to the end of many phrases. Look here, specifically the characters Himeko Katagiri and Sayaka Suzuki AKA #6, the characters in question.

It came from Rozen Maiden's (which seriously sucked imo) Suiseiseki. She has a habit of using the ending phrase "desu" when it's not needed. Same with Kotomi's "-----nano" from Clannad and Hanyuu's "Hauuu---nanodesu" from Higurashi.

Actually "not needed" is a poor choice of wording. "Excessively" is more like it.
