I guess the hardest on from Arcades while not counting boss songs could include La Senorita Virtual (7 footer). Or just about any PARANOiA.
As for easiest chart. What's the guideline?
Easy could mean little to essentially no arrows, or the stream is pretty easy to follow along so that we won't get greats instead of perfects and marvelous.
