Regards to more of IIDXSucker8 (stepmaniaplayer333 alt account), he's still uploading simfiles that have insanely crappy steps even after getting a banned. I thought his uploading is revoked after a ban.

He isn't necessarily "stealing" as he claims he got it from bemanistyle. So I'm assuming he's just providing another place to grab that simfile for users, like how DMAxel and a few others have simfiles in both bms and ziv.
And to elaborate on arctic wolves' answer:
Banned users posting privileges are revoked. They are not allowed to post comments in the forums, simfiles, and pictures. They are able to upload pictures and simfiles, however. The use of Private Messages (PMs) is unaffected. They are able to send and receive messages from other users.
Also to note, they are also allowed to rate users, but the point is moot as banned members are usually below -75 and their rating influence on others is 0.

I would say no, because as Silent summed it up, you can't comment on the forums. That would probably include edits, too.
