There's nothing stopping you reading the physical sectors of a hard drive unless it's faulty.

Get someone to clone you a drive then. Build a bemani pc of your own lol

Like IIDX HDD Rips, it would require some hacks to make it run in any hardware...

Though I wouldn't advise on running hacks in an actual arcade, it harms the industry as a whole.
