In order for this to happen, several people with high rating power have to give positive ratings while others with ratings close to 0 then do the opposite. The raw rating would be 0, but the higher power of the positive points produces something like you see here.

Basically I'm using this to try and skirt round my decision that membership will only be granted to those with a positive user rating. If your rating goes in the red, you could be removed, although this will only happen in exceptionally rare circumstances because everyone in KR at the moment (who's not been banhammered) is cool anyway.
