In a sense it is already like that in X/X2. All songs have the same max value of 100 million. Take the highest 2 (or 3) digits and *voila* there is your percentage (take another digit or two if you want decimal values). All steps/freezes are worth equal amounts throughout the song, though shock arrows seem to punish you harder than they should score-wise if you set them off.
A set of four Shock arrows counts as one step, so setting one off is equivalent to getting a miss. Given how easy it is to accidentally set quite a few off, your score does seem to drop too fast.
