Exactly. That's EU legislation (which, incidentally was passed back in Feb 2003), and nothing to do with Sony. It was Konami that decided to use an actual (and old-style fat) Playstation 2 in the Python 2 setup (first debuting with Dancing Stage Fusion in 2005).

Because Fusion was produced within the borders of Europe and SuperNOVA was not. The regulation was against the import of PlayStation 2 hardware to say nothing of the PS2s one could find within Europe's borders. Dancing Stage Fusion was developed and produced by Konami Digital Entertainment GmbH (Germany), the game started and finished locally. However the hardware for Dancing Stage SuperNOVA was designed by Konami Computer Entertainment Japan. The coin-op machines were built locally for each region (Benson in the US) but the CPU kits originated in Japan. The PS2s within US SuperNOVAs are Japanese PS2s, same for European machines.
I guess it took a while for the EU to catch this and it may have been an oversight on everyone's part but once it was realized that the machines were against regs they ordered a halt on all future SuperNOVA kits and the entire SuperNOVA 2 line. I just think it sucks that Konami didn't try to procure European PS2s or ship a kit with the slimline PStwo. A friend of mine and I had a conversation about how it would have been a good idea to ship kits with XBOX hardware since Konami already had teams who knew how to code for it (Ultramix/Unleashed) and they had all the necessary tech (USB, built in LAN) and were cheap enough in 2007.

Actual info: RoHS was passed in 2003, but not enforced in member states from 1 July, 2006 (when it officially took effect) - this was just after the release of Dancing Stage SuperNOVA. When the EU pass a directive, there is always a grace period before it is to be enforced (for a start, it needs to be entered into the law of the respective member states). The point is, though, that Konami should have known about it long before SuperNOVA 2, and could easily have done something about it if they could be bothered.
And RoHS is not just about imports, it is also concerned with manufacture and re-badging (private sales don't count):
(Also whilst the cabs were built in Europe, I'm not 100% convinced that the Dancing Stage Fusion CPU kit was built in Europe - I've not seen inside one but I expect it was a Japanese prototype of the Python 2 unit. However, I do not know for sure either way - this is just speculation on my part; anyone know either way?).
It doesn't apply to private importing, which is why you can get a second-hand SuperNOVA 2 into Europe from the US/Japan. As you say, Konami GmbH could have tried to use existing stock EU PS2s (surely they wouldn't have needed much modification), but maybe there was no longer much existing stock of these units (the slimline had been out for some 18 months by then) - slimlines wouldn't have worked due to the lack of HDD capability. However, they don't seem to be able to even blow their noses without express permission from KCEJ. :{
As an aside, I don't see how legislating against using lead, mercury and other heavy metals (which have a cumulative effect on the human body, FYI) is a bullshit law, though. Do you also think the "Waste Electrical and Electronic Equipment Directive" is a bullshit law?

The entire game is on disc, what did they need a hard drive for? High scores? Not that it's difficult to get the USB ports on the slim to use an external drive. A 15k bootloader can get the playstation to think it's legit.

SuperNOVA 2 is *entirely* hard disk drive based (for speed, I guess). It doesn't even have a disk in the drive (except for updates). The USB HDD loader is comparatively modern and didn't exist at the time of SuperNOVA 2's release (and furthermore doesn't fool it to believe it's legit (even if it will boot from it) - try playing Final Fantasy XI or Street Fighter Zero Anthology... unless you know something I don't, in which case, do tell, do tell

I know this 'cause I've physically disassembled my Python 2 motherboard:

I even took out the PS2 of the setup and inspected it. I/O connectors plugging into USB and the controller ports/mem card slots, internal HDD, network cable routed to the front of the case from the HDD adapter.
I wasn't brave enough to try and unplug the HDD and boot Drummania Masterpiece Gold, though

Oh, I know about that. It was just a stupid preference of mine that I see the whole chart in motion rather than everything kinda just being stuck there on an image.

OK, I was a bit (read : very) misguided. Aaaaanyway, I get the impression that the SN2 cancellation gave Konami the thought that Europe didn't even know that SN2 actually existed, so didn't really give a toss about the CS, and released it extremely late and half-done.
