I'm kinda split on this one. It's like the annoying little brother that keeps coming back. He's kinda dumb, and you don't necessarily like him, but he thinks you're cool. The rule against multiple accounts is there for a reason though, and he broke it.
So, should there be a time limit on bans? Like have them wear off after a few months or so, to give people a second chance? Not for serious offenses, but for the bans where they just got rated low without necessarily warranting it.

cecil created multiple accounts. SuperNOVA2 annoyed people, but he directed an unpleasant mesage towards Al in the picture/simfile comments. And I doubt LBS would want to post on this site again after what happened to him.
There hasn't been any users that have been banned because of their ratings. For the most part, they were banned because of something else.

The impression I get is that one or both of two things can get you banned. A -100 or below rating, or 6 offenses. And if my memory serves me, offenses last 3 months after they are given. So if there were to be a time limit on bans, it should be at least twice in length as an offense time period in my opinion.

Bans are meant to be permanent. If your rating is below -100, that's a clear sign that people disapprove of your behavior and don't want you here. If you accrue 6 offenses, you've done so much wrong that you would inevitably do it again if you were unbanned (e.g. SuperNOVA2's simfile comments). If you're banned for creating multiple accounts, that's essentially ban evasion because if one is banned, you could keep using the other for awhile.There could be suspensions, which are temporary, or different levels of bans (block other features depending on severity), but again, bans are meant to be permanent.
