That stepchart is MAX 300 (X-Special) style awful. Pretty sure they hacked it up in a few minutes; the step placement has no flow and forces spins/double steps in 16th streams.
I think most people were taken aback when a beautiful progressive song like SABER WING was turned into hard techno that threw away the majestic feel of the original for something more dirty. It grew on me, I actually like it a lot now, but initially, I was horrified at it, and that was why.

I also didn't like Headshot remix at first for the same reasons. Right now, it sounds okay to me but the original was much better. The new remix however is light-years better than the original.

I just got done putting in the X-Specials for DDRMAX and Extreme. Most of the X-specials are grade A charts but MAX 300 is taking it a bit far in terms of spins. With the handclaps on, it make some sense... but not much. Maxx Unlimited looks okay. There's enough beat in the background to warrant the immense streams; it's just the step placement and freeze arrows that make it terrible.

Actually, the jacks seem to match very well with Afronova and PR. 2 very good charts overall and representative of what the original charts would look like if freeze arrows were around when they first came out.

He has an extra 8th arrow after the 8th jump / before the quarter note that starts the 20th measure staircase run seen at about 0:15 seconds in.

Other than that, the chart is exactly the same with possible errors on the length of the freeze arrows. It says 110 holds but there are actually 104. For some reason the sm viewer counts freeze arrow jumps as two separate holds.

How do I know all this?... I just spent the last hour and a half putting the entire damn chart into my DDRMAX2 game as an edit. Nanase's video shows the entire chart but you'd have to strain your eyes to see the arrows. Props to ddrtime for actually getting the entire thing from that video with few errors.

Edit: I just got done playing it....

It's not bad. Like it's been said, freeze arrows and step placement make it worse than it seems. Everything before the stop flows very well. After the stop, it's like someone puked short freezes and 8th streams.

I also got done watching some more MUXS videos. Everyone fails at the first slowdown. It's easy to see why but it's still somewhat disturbing.

I find it to be quite the opposite; after the stop, it flows well in terms of step placement. The freezes are sloppy, the rhythms awkward, but it's salvageable. The worst part of the chart are the awful positions they force with the jumps after streams; the freezes don't help, and the 16th jacks are just really awkward.

It's probably the most well rated of the MAX X-Specials, though. Most of X's ratings are fine, but it seems the ratings really blew up on the X-Specials.

Is it sad that I think Rebirth's X Special is WAAAY better than the original chart? =p

Some people here think so. I'm probably in the minority, who thinks they're both good equally.
