Btw, I wanted to make a point during week 1. I find it completely pointless to spend any time on light charts and to prove it, I put complete junk in my light charts. Just enough to push the groove radar beyond their "0" points and gave a random rating of 1 to 4. Not a soul ('cept Telperion whom I told) noticed. So why are we still concerned over them?

Daiz, it makes a simfile "look" complete when you scroll through it in a song wheel.
This was the "issue" in the NES Collaboration and stuff related to that, but I agree with you. Beginner/Light is pointless.
Hell, does anyone view Standard?

Im gonna say it now, i usually play through every single chart in a contest, every time without fail the only reason i didnt this week is because ive had so much work to get done covering for people at work who are off sick i get very little time to do it as it is.
For those who say it takes ages to make beginner to standard charts and doubles easy charts, bear this in mind, if you know your own cut well enough theres nothing stopping you recording them. It doesnt take long at all theres no excuse NOT to do it and they generally do get played even if people dont comment on them, end of the day its a pain to get feedback for stepfiles nowadays, i should know considering my stepfile pack got about 20,000 downloads on DDRUK before it closed and only 3 people gave me any feedback and even then it was very, VERY , brief.
tl;dr you might think its pointless but someone somewhere will play it, realise its junk and never play it again even if they dont say anything about it.

I would say that the majority of people who use Stepmania do NOT play light charts on keyboard. I would also say that the majority (note, not all, but majority) of light players don't play on Stepmania with a pad. Do I care that that 10 out of 1,000 people may never play my file again because it has junk light charts? Not really. I'm not saying that we shouldn't require having a light chart, I'm just saying that very few people play them.

Requiring Light, Standard and Heavy probably decreases the amount of rushed and/or overstepped entries and makes people (hopefully) gain experience in creating easier charts so they don't automatically think that hard charts are good charts (though I'm still slightly biased to harder charts even now).

rule is there because we had a collab a few years ago that had foot levels all over the place. It made the pack look sloppy and unfinished.

Pandy: ah I' m fine with having to require 3 charts rule and all, this was more or less a point for the whole community when judging files in general. No one judges the entire file, they chart the Heavy/Oni chart's only.
