Ugh, and d'oh! This is on me folks, sorry. Just figured out what happened -- I should have thought to do what you did @noob and looked up song in-game on YT or something.
What happened is that when DDRX and others around that time came out and ripping for the simfiles from PS2 discs, that may have been the start of standardizing all the simfiles/music to start on beat 4 or so. The vid from the rip at that time must have been edited to line up with the new simfile standard. The simfile I've had since 2008, and then when I updated in 2021 it still started on beat 4 and the vid still lined up. When I started updating files a couple weeks ago, I didn't bother updating the vid as I didn't think those would have changed. So when I was testing, I didn't put 2+2 together that everything got updated -- the .ogg, steps/bpms, AND the bgvid. In game, the full vid does take longer to start, hence the file and .ogg starting so late.
Odd that this is like the only simfile out of all of DDR that I recall that has such a huge delay like this, but oh well. My bad, this file is accurate.

Aki nation still contains Japanese Unicode characters in its ARTISTTRANSLIT tag; should be "beatMARIO(COOL&CREATE)".

The ARTISTTRANSLIT set is indeed romanized, not the japanese one.

Boys from DDR 2nd Mix has an error on the Singles-Hard chart. At measure 22, the down arrow should be removed and the following 3 steps (U,L,D) brought forward to measure 22.

I just reripped Boys' ssq from X3 data and compare the ESP to z-i-v copy. I see no difference.

Then Konami screwed up the pattern in the X3 release. I just re-downloaded the ZIV copy and it's off. Just play the chart and turn on assist tick/clap and it's obvious those three arrows need to be brought forward a beat.I tried finding a video of someone playing the song in the AC, but I can't locate one. But I compared it with the old DDR UK charts and other DDR simpacks I had from ages ago and they agree, the current chart is misstepped.

I believe the Boys Single Expert chart is a Konmai mistake from when the song was first introduced and they never bothered to fix it.

Also, good work find the video evidence. I spent 10 minutes searching and could only find Basic and Medium playthrus of the chart.
On another topic; A lot of the BG videos for the 2nd mix songs aren't timed great and are off by a beat or two. One example, SP-Trip Machine; The BG video should start approximately around beat 3 instead of beat 0 to have the proper timing. This one is obvious because of the 5,4,3,2,1 countdown near the beginning and is easy to time.
Most of the others seem like they're off by a bit as well and need proper adjustment. Some of these are challenging (for me) because the charts use BPM changes at the beginning which make it hard for me to properly adjust the BG video's start position.
P.S. A handful of these charts don't have the song-bg image callout at the final beat and some that do should be changed from CENTERED to StretchNormal to display properly on various display sizes.
