The "agreement" for voting is that you vote for the simfiles you enjoyed the most...? That's kinda the point of voting in these tournaments/contests, and it's no different for this one. It sounds like you just want the rules to be changed just so your needs can be coddled, and that's not going to fly.
If you want people to vote for your files, then make simfiles that people would want to play. Plain and simple.

That's kind of the trade-off though for performing good for the general audience. If the top two would already be facing each other, then that's kind of a bummer. In the end you would have been facing these people...you got to face one now. How awesome would it be to have won and kept on moving? Should have given it your best shot.
At least now you can see that maybe you can try to improve yourself in a couple of different ways. Make appealing graphics, pick out a catchy tune, and make steps that have some variety and can be spread throughout all difficulties.
It's the same out there in practically everything - sometimes what you want isn't what everyone might enjoy.
What I try to keep in mind when stepping is to see if people would even enjoy the steps (please others). I would go "Nah, Aegis, this isn't what people want", and then I substitute it with something I feel can be fun too, but for others as well.

The reason you're facing the guy in second is because that's how every qualifying tournament works. The better you do in the qualifier, the easier a ride you have. That's why people try to come top, so they effectively can get a bye.

This drama is going on for far longer than it should have.
You (NuVirus) went up against someone who did very well in the qualifier, but that doesn't mean you were at any sort of disadvantage. You stepped something you thought would do well, and it hasn't so far. Maybe it's because of the song, or the steps, or your opponent just made a better overall file. Whatever the reason, people just preferred one file over the other. Yeah, there's bias on this site when it comes to simfiles, but bias is also present on other sites with simfile making communities. Different communities, different opinions, different preferences.

Aerial Skydive
This was well put together, and the song is amazing but I don't feel the song was 100% conducive to an amazing chart.
I can't really explain what makes this file feel less polished than '84 to me
vs.
'84 (Juneoney Remix)
This was also a very well put together file. No complaints here.
The Quest
Again with the low quality audio, do you have an aversion to using 320 or something?
Anyway, there's nothing really wrong with this file steps wise (though the drill in the 9 seems a bit strong for a 9)
The song is not really my thing, and I feel as if you could write some pretty good steps if the song choice were more lively and less repetitive.
Voting for this file because I enjoyed the steps more...

Jump Jump! I didn't feel anything amiss with this file, but I didn't like this song that much either.
World's end Dancehall
This felt unpolished in a number of places, but some of the patterning was clever. Good use of 16ths.
I was not a fan of the 8th jumps at all, and the spin at beat 40/beat 56 feels kind of ridiculous.

Heart of Witch
I don't know what you did, but playing this file with video crashes my ITG.
Aaaaaa I liked this file so much! (except for the 8th jumps)
Awesome use of jacks and walks.
Devilz Sacrifice
Woah, this was well made for real. Charts like this are a welcome break from the usual attempts at hard files we see around here.
The bit with the extending holds at the end was cute, but I did miss those really well placed/timed rolls from the challenge.
Good call not including them though, I think a few users here still use SM3.9 lol

Superior
Uhh, that was very experimental. I don't have access to a pad, though, so those weird hands felt very awkward and not very fun.
Interesting spins, but I don't feel as if I'd have much drive to learn them if I were playing it on pad. So again, awkward.

Awesome, it felt exactly like I was playing the TS chart haha

Both: The stops were unfair. That section didn't really make sense and the locations of the stops couldn't be inferred even after multiple plays.

You'd expect me to vote for this because lua, wouldn't you.
Unfortunately, I don't think the steps were that good.
I noticed a few doublesteps and the patterns themselves didn't seem to flow very well.
Also, how was I supposed to know this file had to be played in 2 player?
Most people will be reviewing in single player, as no other file requires two players.
I'd recommend making your mods work in single player mode for a contest like this.
Or at least saying somewhere on the simfile's download page that it needed to be played in two player, I only found out by watching the youtube video.
In single player, the lua in this file is borderline unplayable (but potentially a fun challenge nonetheless)
Still, more people need to do lua things!

Very well made file.
Snakes and Ladders
It was pretty good. Nothing really stood out as memorable, though.

Can't really point out anything bad about this file either.
Song choice leads to it also being similarly unmemorable. Steps were much better made, though.

Jacks worked well. Not much else to really say bout it.
Some good symmetry here and there, but both charts were a little bland

What a crazy file! It worked with the song very well. Very intense, sometimes overly awkward steps
but at least they were being put to good use.
Wanna Be Your Special
This file was pretty good. Awesome song, too.
I feel that the straight stream was not always the best kind of rhythm you could have used though,
maybe you could have mixed it up a bit more?

Haha what a cute file. The stops on the jack worked very well.
While some of those spins were a little too crazy fast to be hit properly imo,
they were still interesting and fun, and fit the song well.

Soooo cute haha. The crossovers and rhythms kept the file fresh.

Feels pretty DDR-esque somehow. 11/10 for the slowdown.
Dignity
Overall well made file, could have been more interesting though.
Loving the symmetry. This file somehow felt better than

Certainly an interesting and well made file, but it wasn't very fun, but I felt as if I was having more fun playing Dignity.
Holds towards the end seemed really random and I'm not sure they were going to anything.
Also, lyrical stepping is rhythmically awkward at times. I think you've been hurt by the song choice here.

Anyway, there's nothing really wrong with this file steps wise (though the drill in the 9 seems a bit strong for a 9)
The song is not really my thing, and I feel as if you could write some pretty good steps if the song choice were more lively and less repetitive.

Jump Jump! I didn't feel anything amiss with this file, but I didn't like this song that much either.
World's end Dancehall
This felt unpolished in a number of places, but some of the patterning was clever. Good use of 16ths.
I was not a fan of the 8th jumps at all, and the spin at beat 40/beat 56 feels kind of ridiculous.

Unfortunately, I don't think the steps were that good.
I noticed a few doublesteps and the patterns themselves didn't seem to flow very well.
Also, how was I supposed to know this file had to be played in 2 player?
Most people will be reviewing in single player, as no other file requires two players.
I'd recommend making your mods work in single player mode for a contest like this.
Or at least saying somewhere on the simfile's download page that it needed to be played in two player, I only found out by watching the youtube video.
In single player, the lua in this file is borderline unplayable (but potentially a fun challenge nonetheless)
Still, more people need to do lua things!

Holds towards the end seemed really random and I'm not sure they were going to anything.
Also, lyrical stepping is rhythmically awkward at times. I think you've been hurt by the song choice here.

Swimming Pools (Drank) - Can't say I care for the song, but I honestly don't think this file's getting enough attention. I for one actually liked playing it.
Dignity - Expert: I saw the title and I thought OH GOD I HOPE THIS ISN'T THE ONE FROM PUMP IT UP. Good chart. Not super amazing but good enough.
Challenge: Pretty much the same comments. I thought you could have experimented a little more with crossovers (not during the 16ths of course) but it's good enough.

HELIX - Expert/Challenge: Pretty fun overall. Nothing else to say except good work.
Move That Body - Okay, so I normally don't look much at the lower difficulties, but I couldn't help but notice that HUGE gap in difficulty between Basic and Difficult. Going from a 3 to an 8? Personally I would have liked a more gradual increase in difficulty rather than one massive gap.
Getting to the Expert chart itself, all I have to say is DAMN. This was a pretty insane chart! Sometimes maybe too insane for it's own good. Between some really chaotic crossovers and freezes that are probably longer than they needed to be, it actually starts getting uncomfortable to play at times. Great effort and great song choice to do something like this with, but perhaps it should have been toned down a bit.

Gameoson vs. Tyty (Bye)
Bambous - My file. This file was somewhat out of my comfort zone. That long stream of 24ths in the second half was restepped multiple times until I just said "Screw it". Kinda stinks though that Tyty didn't have time to submit anything. I was looking forward to it.
Oh well. I'll try to use the next round to redeem myself (the song I have planned is on the crazy side of things so IDK how that will work out
).

Heart of Witch - Difficult: Since you mentioned the Difficult chart in particular, I figured I'd review this too. It's pretty good, but Expert is totally where it's at.

Sprintrances - Expert: Decent.
Challenge: The 16ths were... um, pretty surprising. Pretty big difficulty spike when you compare it to the rest of the chart. It was decent otherwise.

DDRDAIKENKAI vs. Dreamland2000
TEKNOPATHETIC - Didn't like most of the stops in this. Both Expert and Challenge were fine otherwise.
UFD - Expert: Pretty good.

Superior - Expert: Can't say I'm a fan of your song choice this round. Didn't really like the spinning near the end, either.
Challenge: Honestly, I felt like you tried to force a 10 out of this one when it didn't need it. I didn't like the hand usage in here at all and this probably could have done without the 16th mini-jacks and most of the footswitches. There's a weird break in the stream during the long minefield for reasons I can't understand. There's a few genuinely fun moments in this file, but there's a lot of things that bother me with this one.
Devilz Sacrifice - Expert: Ugh, I'm so torn on that stop! On one hand it kinda doesn't feel right to me, but on the other hand it did fix the inevitable red-blue switch that happened earlier in the song. That's just me being nitpicky though, this was stepped very well!
Challenge: At 175 BPM those 24ths in m7 are BRUTAL, even for a 13. I would have simplified that to a trill. Otherwise, the chart plays out pretty much how I imagined it would. Good stuff.
