Our three Konami original packs is not going to dent their 64 packs in anyway, like I said, it's only 4.69% the size of the Japanese game at the moment. It would be very petty of Konami to think a game of less than 10% the size of RB + will dent their sales but there could be other reasons other than this.
I also doubt a huge proportion of Japanese people that have REFLEC BEAT plus will make the effort of:
1. Creating a US account, entering fake addresses and all sorts.
2. Buy US iTunes credit.
3. Buy the REFLEC BEAT + packs.
Likewise, only a small minority of us in the west will ever buy the Japanese packs from Japanese iTunes credit that have been marked up quite high.
For example on this site here: http://www.japan-codes.com/product-category/itunes-gift-card/
Assuming $1 equates to 86.05 yen, the markup ranges from 21.3% for the 10,000 yen card, up to 71.9% for the 500 yen card...
So basically you could be paying anything from $6.34 to $8.99 for a Japanese pack. I think the majority of us won't be paying that much for a pack unless you're insanely rich.

Basically this. I'd like to see any evidence at all that a significant number of people would jump ship if another region has a better deal since I don't think it happens given the difficulty and irritation of buying and updating other apps on iOS if you switch stores. Believe me, I've tried, I lived in the USA and kept the Canadian App Store because switching was really annoying and you keep having to re-enter credit cards and you lose existing purchase history since even shared apps are considered separate purchases on another region's store.

Picking nits, but the NINJAMAN-JAPAN pack is also a shared license.
Barring some behind the scenes circumstance we can't possibly know about (besides investigating the internal song IDs) I can't see the disparity between the amount of content between the JP and International versions as anything more than apathy on Konami's part. Everything about the handling of jukebeat and Rb+ just screams of a total lack of effort.

STARS (Ryu Remix RRver.) is a license unless Konami releases a Ryu*/Mayumi Morinaga pack in the game.

Don't forget Milky Ice Bear and KOROBUSHKA (Ryu☆Remix) - Though I think KOROBUSHKA is a licence too as far as I'm aware.
I also noticed someone decided to hack the leaderboard. It's been like that for weeks. I guess Konami aren't bothered about him in RB plus. I know he was removed from the top in Jubeat Plus recently too.

At this point I think it might be a piracy thing. If they can see housands of people downloading and posting scores for various songs, but know they've only sold hundreds of copies of each of those songs, then they might be reluctant to release any more songs until they can push out another forced update that requires whatever new version of IOS isn't jailbroken yet?

Blocking piracy doesn't mean the people that pirated will magically go and buy the packs anyway... Most will just simply do without the packs until they find a way of getting them illegitimately again.
Also releasing packs that include songs that are already released on the Japanese counterpart shouldn't cost them a great deal of time and money. So all they're losing out in my opinion is revenue that players could spend right now if they release the packs in a timely manner...
