Weird it's not romanized, but hey, a pack's a pack and I really need more 7's and 8's for practice anyway, so I shall definitely pick this up. Wonder why they don't have a Facebook page for the international version to announce packs?

That isn't a useful or viable solution in this case. The existence of a vast Japanese library doesn't excuse the international version especially because they bothered to release an international version. Expecting people to switch stores and convert currency just to play these games is ridiculous.

There's no way around it from a business perspective, because all iPhone games are completely universal, and importing a foreign game only takes one or two clicks more than buying the copy on sale in your country. Meanwhile, the price of games varies between 20 - 40% between the major regions that sell the game.
If Konami start to release English packs at the same speed they release Japanese packs, then every Japanese player will choose to buy them from the English store at $4 a pack.
If Konami pad out the releases, then English players will choose to either buy them from the Japanese store at the yen equivelant of $5.50 a pack, or wait for songs to hit their Japanese sales targets, and then get released in English at a cheaper price.
The Japanese market for Reflec Beat is so many hundred times larger than the English market that the only choice is to either stagger sales as they've been doing, and keep the price low in a hope to attract new players, or to raise the price of packs worldwide to $5.50. Raising the price makes no sense, since anyone who cares about Reflect Beat enough to pay $1.35 a song is already free to buy the songs from the Japanese store at that price.

From a player's perspective, it's unreasonable no matter what way you put it.
Japan has enough exclusive packs that they don't need to worry about the international version chipping away at their sales. Asking for at least 2-3 packs per month isn't too much when Japan is getting more than double that rate for the past few months.
Until the international version gets at least 25% the amount of songs that the Japanese version has, I can't see the international version stealing their sales at all. To put this into perspective, there are a grand total of 256 songs in packs for Japan and a bare 12 songs in the international version, is it too unreasonable to ask for more packs?

It's not unreasonable to ask for more, but we know we're only going to get songs which have either sold well over their targets, or reached the end of their shelf-lives in Japan, and the Konami packs are always going to get jumbled up, to deter Japanese players from buying the (cheaper) English song packs. The Japanese packs are always available to us, and Konami would obviously rather have us buy them, than wait for English packs.
Remember that while Jubeat has been out for 3 years, the iPhone version of Reflec Beat is only around 2 months old, and there's still money to be made in Japan from iPhone users, so that might account for some of the delay. When an Anime launches on DVD in Japan, there's usually a 6-8 month embargo on any American company being able to release it on DVD with a Japanese audio track, so the Japanese mentality is, and always has been "make money in our primary market, then throw scraps to the secondary markets".
