If by "everyone" you mean "5% of the dance panel game fanbase"... I think they have interesting designs, they're incredibly diverse, I like to "team up" with a character regardless of the game, the stories are silly and clean, they're ridiculously shippable, Zero's X story in particular explores the perspective of "I can't believe all these people do all day is complete in dance contests and for some reason this baby is talking," they're cuter than the arrows relatively speaking...
and I'm just defensive so whenever someone is like "pft the characters are pointless" as seems to happen often I tend to like them more

...I could tell you how I was addicted to Dance Wars all day, leeching the free content, but no one can avoid the fact that it was ripped away from people who honest to everything poured dollars into it to support it and it still died in months.
Actually going back to the character DLC thing... make amiibos out of them. If Konami gets on the fad soon enough, everyone and their mother will buy them without caring who they are or what game they're from. xP
With enough marketing, Konami could have a great smartphone version of DDR. If they can do it with REFLEC BEAT and jukebeat, why does DDR get the short end of the stick? They could just update DDR S+ to have Retina support and a new interface that looks like the one in the latest DDR as opposed to DDR X, then add new packs to the store and promote the app better. They could even rename it and take out the S+, call it DDR GO! or something like that. Konami just doesn't try hard enough to make these things a hit.Actually going back to the character DLC thing... make amiibos out of them. As for the Amiibo's, they could each have a Challenge course with 4 songs for your friends to beat. xD If they win they keep the songs.

One issue is the pads. I think it'd be better if they just sold a new DDR game for PS4/XB1/PC (?) with a decent soft pad and base game for $60 or whatever. Maybe the base game would have 30 songs. Then you could buy song credits for $1 each, or maybe $2 each, but you could save by buying in bulk (10 credits for $15, etc.). They could have every single song from any DDR version ever, and you could pick the ones you want to download with your credits. Boom. Custom DDR library. Fancy new graphics. I don't know why it couldn't be popular today. Toss is a decent online component for playing with friends.

"BABY DON'T CARE" |
People just aren't interested in DDR anymore, especially with more games with more actual dancing (Just Dance), changing tastes, among a lot of other reasons. (I probably have lost count of how much I've said all of this to people lmao)
Even if they try once again to do a CS release it won't be as successful as it was in the 2000s.

Who has time to pay attention to them when they're playing the game?
