Chart - 60%
I tend to be a stickler for both rhythmic accuracy and flow in a chart, with a small preference of flow over accuracy. Both of those things contribute to the overall fun factor, which is usually what I use to determine if I want to play a certain file any more than just a sightread. Bonus points if a chart is really technical while still maintaining flow.
Song Choice - 30%
I don't care too much about what the song itself sounds like (as long as it isn't speedcore or something). I do give preference to rock/metal music, though I understand that it's harder to come by good simfiles to those genres. When stepping, my choice of song mostly comes from whether or not I feel it offers a lot of diverse rhythms or several distinct sections of music.
Presentation - 10%
If someone scrolls over a song by a stepper that they don't know, then the first thing they're going to see/hear is the banner, the list of difficulties, and the preview music. Things like nice-looking graphics, full difficulties, and a good section of preview music are going to do a better job of "advertising" the file to someone who doesn't know about it. I personally really enjoy making/improving graphics and invest a good amount of time into it, but I can understand why someone won't see the same value in it.

Yeah, this.I don't care about song choice, unless it has an awkward or bad cut. Steps are the most important to me.
I tend to care about graphics too. As long as I see some effort on them, I'm fine.
