Was there an EES at DDR X's location tests? We could have had our only chance to see an E Full Combo on DDR X.

No. They even stated EES would be disabled.

EDIT: Wait, it would still be possible to get an E Full Combo. Play Extra Stage, get three N.G.'s in the middle, and one on the last freeze. Your combo never breaks, but you've still lost all 4 lives.

Haha, well now with LOVE IS THE POWER -Re:born- it's possible to get E Full Combo as well, if you get a Great on the last step.
