I'll choose ITG (modified) scale. The original ITG was 1-13, but ITG 3 was going to have 1-14, and who's to say it couldn't have gone to 15 eventually (the ITG theme recognizes a 15 bar chart).
The Mungyodance scale seems like the most logical because you could show the difference between an easy 7 or a hard 7 or a medium 7 by making them 70 79 and 75 respectively, but due to the limit of 100, it would become akward if this was the original scale (DDR X would have just made it 1-200, and it would have been a MESS again), thus I like the ITG scale because it's familiar and can always increase without defying logic or artificial boundaries. If an MGD scale was initially created and Max 300 was given a 95, then MaxX Unlimited got a 100, you now have Max.(period), PSMO, TLOM, Max300 SMMMOni, and on all getting a rating of 100, then the same mess of no way to differentiate between a really, really hard 100 or a relatively easy 100 (basically you need a scale that can expand).

Don't forget that when you assume, you make an ass out of u and me.
I guess I'll also vote for Mungyodance because that's essentially what I was getting at on a scale of 1-100, with going higher if necessary. But they also need a groove radar to work on songs that have weaknesses of yours. I can jump into Afronova in 3rd mix knowing that I suck at consecutive jumps, but on Extreme I see the groove radar with all the air.
