I was thinking that they just placed the songs on how they would sound based on the songs it's in between. It's hard to explain but, think of Extreme 2. Boom Boom Dollar, Butterfly, Captain Jack and Cartoon Heroes are all next to each other at 170 BPM. Going from Butterfly to Captain Jack doesn't make it seem like "Wow, this is a really fast song!" because you heard two others already at that speed so it takes away from the song preview...
While MAX has alot of various BPM's next to each other and even if they are the same speed, they sound different so it makes it sound more appealing.

i think they did that to DDR-Wii-Series
and going by year as well

Extreme US is sorted by ABC order by default. It makes the ABC sorting rather pointless.
