Konami, and other game companies, have said this kind of thing before. Whenever a company can't deliver a promised feature they like to blame the "market" for not being interested enough in it and are ju~ust giving us what we want.

There's no reason not to already have all the DDR S+ DLC lined up for the PS3 version?
The songs only make 20p each, and most of that goes to Sony, but there's no reason for them not to put up the "usual KOs" as DLC. They were never going to make any money from it anyway.

Concerning DLC, if the challenge and double steps are missing and no possibility of editing the steps, they are not worth the money, in my eyes.

Okay, I just picked my copy of the game from Gamestop about an hour ago, and I've started to play the game and let me say one thing. It is freaking awesome, the only bad part is the thing about Challenge difficulty. It is available for some of the songs, but in order to unlock that step chart, I think you have to clear the song on Expert, but BE WARNED, you need the dance pad to play the songs on Challenge because they have diagonal arrows, which can only be stepped on with the pad. So for players like me, who like to play songs on Challenge on the PS3 controller, you can't do that, but other then that, I love the game alot,and the intro movie was really well done in my opinion. Now I have yet to use the dance pad, but it's NOT wireless which i was hoping for, it has to be plugged into one of the USB slots like with the universe series, and since I have yet to use it I don't know how well it works. Oh and before I forget, here are some of the songs that have Challenge step charts to be unlocked: Let's Get Away, Bad Romance, Dreaming Can Make A Wish Come True, Rescue Me and that's all of the one I can remember. Oh and this might be something people might not like, the grade of the steps and the score appear above the top line of arrows, I really don't mind it, but I figured I should say that so people won't be freaking out if they buy this game. Hope this info helps you all!
