But those were just timing fixes, the step placements were all the same in bag and Healing-D-Vision.

The beginning of NY EVOLVED is just sooooo off-sync. Japan can easily fix that. Just need to calibrate the song right.
As for changing of steps it would have to apply to the middle section of each version also containing some offsync notes. Kinda sounds a bit too much but if you see what they did when they changed Cuite Chaser's chart anythings possible.
Inb4 my hopes are crushed and demolished by a video of the chart.

osaka EVOLVED isn't that bad. Step wise I happen to enjoy it.
However I will agree it is not my favorite EVOLVED song though.

No it's not. It's perfectly on sync. If you don't like the steps, that's one thing. But not understanding them or playing on an off-sync display is another. Personally I don't mind them at all.

Why some fans don't like NY EVOLVED Expert stepcharts? They're no off sync. Or is it because of DDR (PS3) ?
Even New York EVOLVED series are not the hardest songs on DDR (PS3). The hardest song on that game was Fascination MAXX. And NY used to be fav EVOLVED series (in terms of music quality, not stepcharts) before DDR II was released.
London EVOLVED is my fav and I think ver C. is so upbeat and has a really strong sound (even if it sounds like ALL MY TURN or roppongi EVOLVED. In fact, it's better than roppongi).

I thought that "osaka EVOLVED" was meant to be from the HP2 era, not X3. Konami could instead put in "London EVOLVED" to promote the partial home release, DDR II.

Konami doesn't give a flying fuffuschsccshcscphphphphphphphphphtttgtgtptptpttttttftftf, in other words, they do what they want. From what we've seen through X and X2, they could bring back any Universe and Hottest Party song they want to depending if the license is still liable to be used across console and arcade, which frankly I really think that the KO's from any HP are willingly ready and available for use in an AC release. From what Konami's shown to us through their latest arcade releases, almost any KO song that has been put out there whether it's on the Wii, Xbox 360, or the PS3 can be easily transplanted into the arcade version. Also, you forgot about SuperNOVA AC and how it got songs from Extreme 2/Ultramix 2/3/4.

Your post makes almost no sense, let's set a few facts straight:
-Osaka Evolved (along with Silver Dream) are from HP2, that was released a few years ago. The age of the songs don't matter at all anyways, SN1 got "new" music from some of the oldest bemani games (Quick Master fom Pop'n 1, Hunting For You from one of the first 5k beatmania games) and no one made a big deal back then. People bitching about "WHY DO THEY BRING THIS NOW, THIS SONG IS OLD" are completely stupid and nothing they say shall ever be taken seriously. It's like we're running out of things to criticize just for the sake of criticizing.
-Sigsig, message, shizuku, etc are all crossovers from other games, not from DDR. Some of the games are pretty old by now (Sigsig, for example, it's from IIDX Happy Sky released in 2006/2007 (approximately).
-London Evolved can't promote DDRII because DDRII is US Exclusive, so London Evolved is totally new to JP/Asia.
