Konami was obviously at one point planning to put it on X2 CS.

Uh...no? Master List simply shows that steps have been created for a song, it does not show the intent to put that song in a specific game.

The master list only means KONAMI has finished preparing the song to be added to a game. There are instances of songs appearing on the master list but never appearing in a DDR game. It mostly just shows the material at KONAMI's disposal for future games, but is no comment on when or if they'll be included.

Mei shouldn't go to 400. There's nothing there that screams 'hyperspeed' that warrants it.

I could maybe see one part of the song at 400 BPM, but I don't think it'd fit in that well. I think the BPM should just correspond to how it is in IIDX.

I'll be pissed of if Mei is a 16 or higher on Expert. It's just not right for being a crossover which won't be likely to end up becoming a boss song anyway.

Agreed. I feel that the same thing that happened to Ubertreffen (undercharting) will happen to Mei.

I've tested what can be Mei with some charts that are on Z-I-V and on other sites, and 400 bpm actually fits very well, It catches the velocity of the song like on beatmania, sometimes you dont use the original bpm of IIDX for a song on DDR, you need actually double the speed for that feeling on the song...

what? since when cant crossovers be 10s/16s? g2, mad blast, outer limits, and sakura immediately come to mind. i'm sure there were more crossover 10s in the universe series too but i'm not familiar with that.

also, 10/16 doesnt make it a boss song. being a boss song makes it a boss song. first of all, we have had 8 foot boss songs. candy, kakumei oni, and maximizer say hi. on top of that, there are plenty 9 foot boss songs. ddr, tms, tmp, unreal, paranoia hades, ngo, and i'm sure some others i'm forgetting had 9 foot expert charts as boss songs.

so there is no reason crossover cant be a 16, and being a 16 doesnt make it a boss song.
