I am fresh out of ideas, looks like I may have to write an original. Maybe some sort of video game remix would work. You may be getting only one file from me for this round.
Is that considered cheating, if I literally compose/arrange a song THIS WEEK that fits the theme?

If you composed the song, I think that should clear you.

My opinion, but if anything, I think it'd be amazing if you managed to literally create the song to fit the week in addition to the steps. I can see how people can complete simfiles quick but not so much with music. If it comes out good I'll definitely be impressed.

Results have been appended to the intended post. Apologies to all for the delay, today was kind of a hectic day and all I could really do was check the forum and reply, but not really format a results post. Thank you to The Legendary DJXYZ for filling in for me while I was away.
Many thanks to those who gave ID enough points for 1st place, and a big congratulations to xXMokou98Xx and Gameoson for snatching 2nd and 3rd place with Candy Dash and Violent Arcade respectively! Awesome first round everyone!
Definitely not. In fact I'm all for the idea, I'd love to see what you could come up with!
No, the location should be more specific than that.

Can it allude to a specific thing that is in that country (say, cherry blossom trees for Japan)?
(missed this one earlier, sorry about that)No, the location should be more specific than that.

I have a question. Can we step a song that references a name that just happens to be a location? e.g. if a song is called Pierre but the lyrics are about a person named Pierre, not the city.

If the context was ambiguous, I would allow it, but if the song is clearly about a person and not the location given the context, I would say no.

Thank you for being a saint by doing this. Also I would highly recomend that you send me a PM if you want to be in the contest. There's so many posts a day for this contest that I'll likely miss it.
Also I know exactly what I'm doing for this week's theme. In fact, I might be able to pull two this week!

I also have a question concerning this week's theme. If the location is mentioned in the song's subtitle, would it be allowed?

Is 'Riviera' specific enough? I don't think the lyrics specifically state a place, but it's pretty heavily implied it's the French Riviera.

@Oni If it's implied I'd say that's fine.

Not using this this week and I'm not using it in the (currently only) simfile I plan to enter here (in fact it's on the easier side), but I'm wondering when it's appropriate to use stuff such as this;

I modified my noteskin color scheme to match 3.9's. 4ths are red, 8ths are blue, 12ths are purple, 16ths are yellow, 24ths are magenta, 32nds are orange, 48ths are cyan, and 64ths/192nds are green.
I've seen his effect in the past (though with 64ths instead of 48ths). I don't see it as a problem in full comboing charts, and maybe even PFCing charts, though MFCing could be a very small problem. But I'm very certain in this example song there is a 48th right after that note. It can probably be treated as a jump (and it's certain better than if there was a 24th right after that 48th).

As long as it feels right, then it should be okay, just never assume the player will treat it as a jump. If you want it treated as a jump, make it a jump.

If you insist on doing any sort of fancy color note theory you need to play around with the BPM to keep the file synced. So basically set the BPM to an absurdly high number until both notes play at nearly the same time, adjust the BPM afterwards so the next 8th note is on-beat, and use SM5 scroll rates to hide the BPM changes. (Take a look at this file's Edit chart in the editor for an example of how this is done. At the end of the metal part of the song there's three sets of quads made to look like the Swedish flag.) The downside to this is since you need SM5's scroll rates to hide the BPM gimmicks, you really can't do it in earlier versions of SM without forcing the player to use a Cmod. (That's fine for keyboard players since most of them use a Cmod anyways, pad might be a different story.)
Color note theory is pretty much unheard of in pad files (PLS GO FAST is the only one I've seen so far that plays around with note colors) so if you choose to do it, it's probably going to be a huge risk.
EDIT: If there's an actual 48th after that 4th note you could technically step a 48th, but most pad simfile artists would fudge it and just make it a jump or something.

After painstakingly sifting through the files (this took me 4 freaking hours! Ugh!) I came down to a vote.
File tomorrow (maybe the only one). The song came out great, but I have a tough time stepping my own songs...
ANYWAY, here's the points!
+2 Neon Twilight (my favorite this week. good to see you're back on your game.)
+2 do the thing (close to my favorite this week. better than destiny bond.)
+2 Stay Awake (so many good things here! nice job, hooky!)
+2 Tears (didn't expect this to be as great as it was. well done)
+1 Portrait of the Pirate F (not flawless, but what was good was REALLY good.)
+1 'Edobangaaa! (Excusing the REVOLUTION steps at the end, this was great.)
+1 Ponko2 Girlish (theme fitting champ! what a pick.)
+1 Problem (thanks for proving yourself NuVirus.)
+1 2 On ("no static at all". notably has a good balance of step amount.)
+1 IGNITE (this was Nezemarth's best file from the shuffle imo, and yours equaled his in effectiveness.)
+1 Harmonia (originally an HM, but I realized that the problem I had with it wasn't real)
HMs (6): Suzy, Disco Night, Paradisus Paradoxum, Drop FM, Hung Up, Reverse
An Extra Message to: Anklebiters. This would have gotten a point if the doublestep issue was fixed.
Starting totals!
Neon Twilight [Lisek] - 2
do the thing [Gameoson] - 2
Stay Awake [hooky] - 2
Tears [vincentw] - 2
Portrait of the Pirate F [ddrstepper] - 1
Headbangeeerrrr!!!! [mf32892] - 1
Ponko2 Girlish [Aegis] - 1
Problem [NuVirus] - 1
2 On [Feraligatr] - 1
IGNITE [DDRDAIKENKAI] - 1
Harmonia [ledgam3r1279] - 1

Can you be more specific about the double step thing? Some people told me the same about I'm an Albatraoz. That's gonna be helpful

Here are a couple posts that sum up what a doublestep is. I think Gameoson explains it well.

LastMint [5l1n65h07]

is okay, but a pattern like this:

is NOT okay*. Try to keep the position of the player's feet in mind when you make your stepcharts. ;)
That being said though I actually think the updated LastMint is an improvement, though it's still pretty close to the bottom of the pack this week IMO.
*Okay yeah the "bad" example technically can be treated with spins and you'd come out of it facing forward, but it's also really not fun to do IMO.

SIM UPDATE 7/10: Revised LastMint's
chart since the original doublestepping idea didn't quite work out (making it more twisty-turny instead, changed rating from an 8 to an 9), and fixed a missing arrow in Color's
chart and tweaked some patterns.
Based on this post and based on what LastMint used to look like, I'm not entirely sure you understand what double-stepping actually is. Repeated taps on the same arrow are usually referred to as jackhammers, or jacks for short. That's what I remember there being a ton of in the previous version of LastMint. Double-stepping is when you use the same foot twice in a row to hit two different arrows (for example, using your right foot to hit down and then using your right foot again to hit right immediately after). In terms of making stepcharts, double-steps occur when there's really no way for the player to keep alternating their feet without ending up in incredibly awkward patterns, and this song has a few fairly annoying double-steps. A pattern like this:

Here's a visual example of what a double-step looks like, for anyone else that might need it:
(R indicates Right Foot, L indicates Left Foot)
Notice that on the 5th note in this sequence, you'll have to rotate your body to the side in order to hit that note without using your left foot again. This is fine on it's own, but ideally the next arrow should be Up so you can start leading the player back into the "facing forward position". (You could also do Right followed by Down and Left if you want to get real fancy; this is difficult though so don't overuse it). But the 6th note is Down, which would force you to face backwards if you want to keep alternating your feet. And given the rest of the notes in this sequence, you'll be playing backwards for quite some time. Most players will instead hit the 5th note with their left foot to avoid having to face backwards, hence the term "double-step".

Actually, I didn't think the doublesteps were much of a problem as it was jump usage. I only played, like, 5-6 charts so far, but there are actually a couple of step jump patterns on Anklebiters that simply are not fun to play. For instance, I remember there being something like R-D-[UR]...
Try that on a pad (use your floor and imagination if you don't have one).

If you want a quick lesson on why double-steps are bad, look no further than END OF THE CENTURY from 3rdMix. That song is the crowning achievement of terrible patterns.
Still have a few files to play but votes are coming tonight!
Yep, that's the same one I was going to point out when I posted my votes for this week. It's super awkward to hit since you'll have to do one of two things: Quickly swing your left foot from the down arrow to the up arrow, or hit the jump sideways with your left foot on Right and your right foot on Up.
As I always say, the best way to judge pad files if you don't have a pad available is to use your two index fingers on the numpad. Use 4, 2, 6 and 8 for Left, Down, Up and Right (respectively).
