I think you're allowed.
I used up my vetoes when I got a too-many-measures-to-step song, and in the next round a horrendously unsteppable song, so I can no longer take advantage of that offer, so I have to provide exactly 12 cuts.

I am not trying to shift attention to me or my file as much as anyone else is... I am genuinely hyped about the contest. I enjoy playing these files. The screenshots of progress are to show I'm not being a lazy idiot like last year, and I'm also asking questions for things that could arise (like using two vetoes in one round). If I'm posting a bit too much in the thread, though, then sorry... At least it's not going off-topic or, in the worst case, thread derailment.
I'm simply here to have fun just like everyone else (you and vincentw included is).

Other people are hyped about the contest too, but their enthusiasm is contained in a few posts instead of many posts.

You could also show you're "not being a lazy idiot like last year" simply by finishing a simfile and posting about your finished simfile, like everyone else does.
For me personally, these two things (as well as the AAA screenshot of Black Light Machine - this isn't a brag board) come across as mildly annoying. You've made some good posts in this thread, like with offering advice on how to improve certain files, but there's also been a bunch of seemingly pointless posts, and I think that's what xRGTMx is referring to with shifting all the attention to you. That's just my opinion though. Sorry if this sounds harsh. I don't really mean to be but I can't think of any other way to say it.

Unfortunately, I'm a man of few words, and I have a hard time trying to clarify exactly what my issues are with things, and when I make brief statements, I can come across as pretentious and arrogant. Gameoson is right in saying that's what I was trying to point out, so to him I say kudos.
Cuzco, don't feel too bad, though, we all live and learn.
In other words, I don't know if I'll be able to finish my file this week, or even submit a skeleton. Other things came up for me that shifted my interest away from the contest, but I'm no too worried.

Okay, so this is my entry for ROUND B. This song is annoyingly cute. I can't really came up with patterns so maybe it feel bland. At least I'm stepping a genre that I haven't touched yet. Well, Enjoy it.

My totally assholish and subjective reviews:
Beat New World: Really, overall you do a great job of following the rhythms and I’m glad that you didn’t oversimplify this song, but there is a repeat missing 8th note beginning at 31.500. I realize that this was deliberate, but I can’t really agree with it because it doesn’t make the song easier, it’s just blatantly missing the music. You made the ending harder than most files on this site venture to go, so I’m very happy about that. You also included techniques such as crossovers and forced double-steps quite nicely. Overall, very solid work. Some of the ambiguous steps after jumps were a bit wonky, but that’s not necessarily a problem.
Black Light Machine: This was a song that didn’t have much going for it in the beginning, and you made a good effort to make it fun without making it an ITG 12+ with stutters :V. You could have done more to add variety, such as adding something to accent harsher notes like at 39.000, but that’s fine. I liked the staircases at 144.000. I liked this.
Can’t Sleep Love: There were some doublesteps here. They were totally playable, but they were a little awkward. That said, the bigger problem was that this song barely lent itself to a 7, I can’t really criticize you for this chart.
Cattley: I would have included something at 86.000 and 265.25. That’s all I got this was good yeah :V
Chance It: The rhythm starting at 4.000 was actually xx--/x—x/--x-/-xxx/x-x-, so this starts off with the wrong sync. In fact, everything up until 72.000 doesn’t really follow anything. I think that you would have a better time with this chart if you were more willing to employ 24th notes. The stops were good, and I liked the sections that were jump-heavy.
Diffused Reflector: I agreed with the rhythms in this chart with only M81 being the exception. That said, I wasn’t a fan of the arrow patterning. A lot of patterns were either repetitive or very heavy in unforced doublesteps without any reasoning that I could actually hear in the music.
Feel The Beat: Grooving quality.
Groovin: Okay really, great job. Your pitch relevance and accurate 16th rhythms really made this file work.
Jumper: Er, alright so, those 32nds went to nothing, the streams were super repetitive and, well, that makes the footswitches a lot less enjoyable. The jumps were a good idea but should have been used to accent harsher notes, not just used once every two beats on off-beats that didn’t contain those harsh sounds. A long stretch of this was way too hard for how little was going on in the music, which would translate into an unfun experience on pad. I’m not trying to be harsh here but be a lot more selective in how you add difficulty.
KagKag: Not sure what’s with the missing notes at 224.000. Some parts of this chart were very hard to follow rhythmically, because many notes didn’t go to anything. A good example is the taps on 337.000’s freeze :T
Like a Virgin: Some missing notes were a problem, like at 87.500 (which was clearly audible). The mirroring was a bit obvious, per the repeated doublestep at 176.000. Other than that, the addition of more freezes would have added more variety, but that’s not a huge deal. What I do like are the jacks and, even more so, the direction-changing jumps. It's nice when steppers consider the motions that the player has to make to do the jumps that they step.
Macuilxochotl: The LDULDRLD at 38.000 is a doublestep at a fast pace no matter how you interpret it. This song was an unfortunate one to get. It’s really complicated and hard to simplify but there were a lot of patterning issues and missing taps. You made a very clear effort to manage the chaos, and I always like those 16th note jumps, but there are too many evident problems. A good example is 192.000, which should actually appear at 192.250.
Quaver: I really didn’t have any complains about the chart until the very end: missing tap on 314.500 and the ands at 316.000 are
half a beat late. Also, don’t be so eager to use those special effects on graphics, it’s good to put that effort in but the result is really hard to read.
Seedy Try: This was really cute, down to the Paranioa-esque graphics. My complaints are that hold usage is somewhat random and arbitrary and that some of the patterning could use work. Overall, I liked this haha.
Set You Free: Not sure if the crossover at 91.25 is intentional but it’s a bit rude. Same for 256.000 except it’s a crossover. This file is really chill but these.
Sharaku: Wow. A legit ITG 14 in a ziv contest and I didn’t step it :V Alright, I have blunt criticism but don’t take it the wrong way. This review is more specific than most of the others because your file is actually in such great shape. Rhythms in M15 are close, but incorrect. The 24ths are fine but should last half a beat longer. 129.750 goes to nothing. The 24ths at M34 face right until the very end, which is awkward. Consider transitioning left sooner. 219.000 COULD be a down arrow, as it is the exact same pitch as 218.500. Same a few measures later. 229.750 doesn’t really have any reason to be a freeze. Not a fan of the trills in M83, would prefer different patterns but that’s really subjective. Excellent chart!
