I think.... the 10 minute lateness window is fine, maybe it could be raised to 15.
However, if someone squeezes in a file before you post the results, even if it's more than 20 minutes past the deadline (things could happen in life), they should still be allowed because they wouldn't really be holding up the process. The person who needs to close the entries would because they haven't came on yet.
I play the files once it's time to vote, I went through all of them 3 days ago all within an hour.

Can I be honest? I don't really think much about the rules until someone brings it up. I thought that last year's rule set is pretty solid, and it ran smoothly for the most part, so I only need to change a few (mostly trivial so people don't complain much) things. I didn't even think about late files and re-cuts, so I was confused when it was brought up to the table. When I have to settle things, I fall apart. So many things to consider, yet bad things slip every so often. The evidences speak for themselves. Already so many are disappointed.
That's the main reason why I ask people about rule changes. Voting points. Lisek's suggestions (which, btw, came out entirely from Scarz's head). Re-cuts. Even last year about late files.
If you remember, I at one point DQ'ed DDRDAIKENKAI's Piano, Forte, Scandal simply because it's late. How late? Three minutes late. It felt so wrong (especially after you pointed it out, Cuzco), so I have to ask Silverhawke. He said "do whatever you think is best", so I allowed it. At the time, I didn't impose a late window, so I just allowed everyone. (Well, except for that one file that's three days late.)
So I'll ask around again.
How late should I allow the files?
(Don't just type 30 minutes so that it allows rikame's file, give me a reason. Please consider that there are people who want to vote, and can't do so as long as the window is still open. Also, please don't type "whatever you think is right" because see above.)
I can't guarantee that this won't happen again, but at least it won't happen as often.

Allowing late files isn't fair to the people who submitted their files on time, 10 minutes is fine, I guess. But I would prefer 0.

charts (which fit the difficulty slot well), but I found them to be a bit simple, not really using everything that the song had to offer. Honorable mentions to them though. Silly Ho deserves one as well, for doing something interesting (the bpm gimmicks made the chart hard to read though)

Maybe make a policy that you have to warn in advance uf you think you'll be late, otherwise strive to be early? I'm not sure since I normally submit really early, but that seems somewhat balanced. But anyway, if a song is like infinitesimally close to being on time, like within 10 minutes or so, than yeah, definitely accept the submission.

Thing is, with this reasoning, you might as well put the deadline at 17:10 instead. I'd probably be okay with accepting a submission a few minutes late if the submitter lets vincent know in advance, perhaps earliest 30 minutes before the deadline, but this too can lead to issues.
Honestly though, when stepping and submitting your file, it would make sense to be ready a few hours or a day earlier than you actually need to, just in case something happens. If you're going to submit your file with less than an hour until the deadline (like I usually do, boo), you probably only have yourself to blame if the submission ends up being late and disqualified. Of course, it might seem unfair and unnecessarily strict, but for an event like this, it makes no sense to be too lenient on the deadline. And as I mentioned earlier, if you have a set time after the deadline, during which submissions will still be accepted, the original deadline just becomes redundant.
That said, it was a bit unfortunate for rikame, even if the decision was probably the correct one. no hard feelings

Another thing that could be done is allow files after the deadline has past until someone casts their first vote. This could be why disqualifying Piano x Forte x Scandal felt so wrong. If the file is nowhere to be seen once that happens, it can't be voted for altogether.
Anyway, I'm sure I won't be late unless worst case scenario happens (sudden power outage, grounding, etc). I have the heavy chart done and now I only have to get the other three.

I wouldn't even expect a 10 minute extension. The deadline is there for a reason and, while there's probably room for something to be included if the week hasn't been called yet - and it had in this case anyways. My problem was apparently the deplorable wireless infrastructure in the building I practically live in, it's notoriously bad and it randomly crashes, de-authenticates, prevents access to random websites and not others, etc. That was why my file was late, I thought it was the ziv servers initially but, more recently, my program got emails from the IT office saying "here's the problem and we know it sucks but tough shit and fuck you". I should have known not to depend on my building's wifi and finished earlier, that's not something that any event host can reasonably account for, and I don't think that it's callous to make that observation. Any bending of rules is going to result in arbitrary decision-making later down the road.

In my opinion once the deadline arrives you cannot send a simfile afterwards and that's it. I mean, you've got 7 days to work on a simfile and, while it's true that the whole skeleton making and the stepfile voting thing is there, there's plenty of time to work on everything so being late is no excuse.
I wouldn't allow a deadline delay or, at least, I would allow a very small one of about 1 minute just for the ones that got penalyzed from the uploading times of the site and posted the simfile last second. I don't know if this could be a thing too but if the user cannot post the simfile because he was either busy or had other issues that kept him from posting by the deadline then a delay of a certain amount of minutes could be allowed only for the said guy.

I've read everyone's responses. By an overwhelming majority, it's decided that the late window is no more. From now on, 17:00(:59) is the latest you may go. Please manage your time to avoid disqualifications. (Yes, I'm aware that this will result in some backlash, but a deadline is set for a reason.)
I hope time offsets will not be an issue, but if you really need a reference, I'm syncing my clock with time.is. It tells you how far off our clocks are, so please adjust accordingly. (Thanks Silverhawke for the reference!)

Just a question, but if someone (by sheer luck) has a WIP file of the EXACT SAME CUT they get chosen to step, are they allowed to still use the WIP, or they have to start over?
(this could be cheesed by them having two stepmania windows open and copying all of the similar parts from their WIP to the contest cut)

Or instead of having two Stepmania windows open, just replace the contest .sm/.ssc with your WIP .sm/.ssc.

chart, then the song got given to me and I finished up the WIP. Nobody had a problem with that. Just consider it kinda like hitting the Simfile Shuffle Jackpot.

BEAT-NEW-WORLD - The song is nice but it gets kind of boring by the end. The steps are OK, I liked the tricky timing parts here and there, they spiced up the chart.
Black Light Machine - The stops are fine and some of the crossovers are pretty damn enjoyable but I would have avoided these freeze jumps after the first part of the song...they kind of ruin the flow of the dancing to me. The song is interesting, it sounds pretty nice too
Can't Sleep Love - There are a few doublesteps here and there but some actually made me some cool fun spins. The fact is I didn't recover properly to them so yeah..the doublesteps mess up this. Pentatonix, huh? I might have an idea on who sent this, hehe.
Cattleya - OMG SOTA <3. The steps are pretty good there, even though I hated these tricky timing parts after the first part. That's me anyway..good job there
Chance It - I always confuse the artist name for Ryu*...is it him under an alias or what? The song is pretty nice though and the steps are enjoyable too. Fact is there are some doublesteps and rough parts here and there, that's the pity.
Diffused Reflection - I love the song but the steps have doublesteps in a great load of the chart...unless they're footswitches in disguise and I haven't recognized them. That's a pity, really! I would have given points for sure if it wasn't for the doublesteps, parts of the chart are really enjoyable
Feel The Beat - ROCK THA HOUSE <3. I love the song but it also penalyzed you somewhat. There are parts that repeat themselves in the chart and, as the result, the chart has some repeated patterns and stop giving new stuff after a while. I really liked this chart for the first parts though!
groovin' - OMG SOTA AGAIN <3. Some parts are pretty nice but most of the part I felt that the chart was generic with the various 8ths stepped parts. The song rocks though, Sota is just magnificent <3
Jumper - ddrstepper once stepped Magic of Love by Perfume and did a great job with it. I believe this song could've followed the same pattern and be great...but to me this is just "WAHTEHELL?!" The difficulty is unneccesarily ridiculous, I don't know why the stops and the speedups and the slowdowns are there...and it goes off of sync...and it's just unfun to play. I noticed that you tend to dislike easy songs but hear this: the key to make a good and fun simfile (at least in my opinion) is to follow the song and not have any sort of plan and forcing yourself into making the simfile hard, tricky, challenging, impossible, yadda yadda. I already learnt my lesson with Electrodynamix (and its jump frenzy, does anybody remember? hehe) and you're still in time to improve and make some great charts there. If you want one positive thing about this stepfile here it is: the very few steps were actually pretty fun to dance to but then the difficulty frenzy started and...you know the rest :c
KagKag - Hi SigSig remix! Not a bad song until we reach the out of tune lead that ruins everything...I seriously cringed when I first heard that >.<. Steps are OK to be honest but I messed up here and there.
Like a Virgin - Made by the virgin version of E-Rotic. Lol, the song is pretty nice and, I have to say, the stepchart reminds me of the old DDR mixes, such nostalgia <3. Nice job there!
Macuilxochitl - Honestly, I feel like the diffuculty in this song is unnecessary (just like the complexity of the title :c). I would have gone for something much simpler and probably more chilly to play rather than a hard song so that it could've been much more fun to play. Or I would've vetoed this song for another (and this sound extremely hypocrite because I sent Life was a Bore once and it was similar to this song, gg me)
Quaver - Hands...I'm so unused to these xC. Just like Telperion said, this chart couldn't have shined much. It's mostly repetitive because of the 8th patterning and no way to make this chart a little more interesting. The hands surely surprised me though...and I hated these minijacks, I'll be honest >.<. That's a normal song from DJ Taka though.
Seedy Try - The song is....uhhh, OK, but the chart is lovely. Aside from some rough movements here and there, it is enjoyable and I love the very start. I always feared a sudden speedup to be honest..but that didn't happen. I'm so unused to low BPM songs too xD
SET YOU FREE - This song is just uninteresting to me...so the chart didn't really catch my heart or something. It's not bad..it's just kind of repetitive since the song is repetitive itself. At least you tried to vary with patterns, that's nice
sharaku - OO IT'S A FREAKING 14 D:. To be honest the song rocks but I feel like the steps could've followed the rhytm better or at least..not have a challenge chart.
Silly Ho - It's a meh song to me and, while the chart is good, I seriously despise these speedups D:. They got me offguard when I first played them and even when I got used to it they still got me every single time. There were some possible doublesteps here and there but nothing bad otherwise. The song just penalyzes everything though, I don't really like it but that's a personal preference
Starlight Tracer - This song penalyzed you here and there, especially by the start with all these freezes and by the end where the song was ending and got uninteresting. Otherwise this chart is fine and dandy. The song reminds me of TAG, only less upbeat for some reason
Tamagotchi - The biggest issues I have with this song are the very intense parts in quiet parts of the song. I mean, the dense stepping at the start felt unnecessary to me and these very fast streams...I don't really know, you could've gone with rolls in my opinion. The song is interesting though, it would fit for Soundodger+
Ultra Thizz - Oh my, this song has a really nice flow! And I love the steps. The first part is simply awesome and I enjoyed the chart overall. Nice pattern the one in the middle (I can't really describe it with words so I'll say it's the one that goes up up up up up, uleft left left left left, leright right right right right, ecc..). Really good job there <3
Black Light Machine - The stops are fine and some of the crossovers are pretty damn enjoyable but I would have avoided these freeze jumps after the first part of the song...they kind of ruin the flow of the dancing to me. The song is interesting, it sounds pretty nice too
Can't Sleep Love - There are a few doublesteps here and there but some actually made me some cool fun spins. The fact is I didn't recover properly to them so yeah..the doublesteps mess up this. Pentatonix, huh? I might have an idea on who sent this, hehe.
Cattleya - OMG SOTA <3. The steps are pretty good there, even though I hated these tricky timing parts after the first part. That's me anyway..good job there
Chance It - I always confuse the artist name for Ryu*...is it him under an alias or what? The song is pretty nice though and the steps are enjoyable too. Fact is there are some doublesteps and rough parts here and there, that's the pity.
Diffused Reflection - I love the song but the steps have doublesteps in a great load of the chart...unless they're footswitches in disguise and I haven't recognized them. That's a pity, really! I would have given points for sure if it wasn't for the doublesteps, parts of the chart are really enjoyable
Feel The Beat - ROCK THA HOUSE <3. I love the song but it also penalyzed you somewhat. There are parts that repeat themselves in the chart and, as the result, the chart has some repeated patterns and stop giving new stuff after a while. I really liked this chart for the first parts though!
groovin' - OMG SOTA AGAIN <3. Some parts are pretty nice but most of the part I felt that the chart was generic with the various 8ths stepped parts. The song rocks though, Sota is just magnificent <3
Jumper - ddrstepper once stepped Magic of Love by Perfume and did a great job with it. I believe this song could've followed the same pattern and be great...but to me this is just "WAHTEHELL?!" The difficulty is unneccesarily ridiculous, I don't know why the stops and the speedups and the slowdowns are there...and it goes off of sync...and it's just unfun to play. I noticed that you tend to dislike easy songs but hear this: the key to make a good and fun simfile (at least in my opinion) is to follow the song and not have any sort of plan and forcing yourself into making the simfile hard, tricky, challenging, impossible, yadda yadda.
