Of course, it's also possible that certain songs may never get unlocked on overseas cabinets.
I was totally supporting the "1 arcade machine, 1 songlist (somehow)" tagline of the series.
X2 hit it on the head when it had a license list that appealed to all regions and a KO list that everyone was mostly familiar with (X2 PS2/HP3).

You are correct, but Konami would never do this, it greatly limits how much money they can make. Making a dozen games with different songs nets far more money than pooling all of their resources to make one Goliath of a game.
Sadly, most companies care only about revenue, not the customers.

Seems to me that this will be the new "DDR EXTREME" of sorts. Perhaps this mix is being made to commemorate a 15 year anniversary.

From an arcade perspective, customers have nothing to do with their revenue. They get money for the sale of the machine, upgrade kit, etc. The quarters put in the machine don't go to Konami, they go to the arcade.
For home releases, its about sales yes. In this scenario they would have to be able to sell enough to make up for licensing costs. When you look at the cost of an arcade version versus a CS version, less sales for an arcade version brings in significantly more than less sales for a CS version. How much does an upgrade kit cost? I would assume they need to sell at least 5 versions to make up for what they get from one upgrade kit.

Truthfully, it would be nice if they discarded the old "new mix every few years" system in favor of a single mix that can be updated, as long as there's easy US support (and we actually GET it stateside). I think a machine like this would be an easier sell stateside than a machine that needs an expensive annual upgrade to stay current.

I would be surprised if this was seriously being considered for release outside of Asia. Then again, I was surprised that X3 was not the end of the series.
