Correct, it's to do with the User Rating:
GOLD - 50pts
SILVER - 5pts
BRONZE - 1pt
It's just a graphic thing.
Update: There will be a rating system update soon.
Any rating given by any user who hasn't accessed the site in the past 90 days will not be counted at all. The ratings will remain in the database but they will not have any effect on other peoples' ratings.
There is very little point of counting ratings given from people that haven't accessed the site, for example, in over a year.
Ratings may go up or it may go down, but generally expect the rating to take some sort of hit.

Thats probably good, because it seemed before that members who've been around longer naturally had a much larger rating.

Yeah, it also means people who -5 you and don't access the site can't set your ratings.

Ian, banned users have next to no rating power anyway.
Remember the formula for negative raw ratings is:
75% + (Negative Raw Rating)% = Rating Power%
e.g. (User with -75pts raw rating):
75% + (-75)% = 0%
All ratings for that user won't count.
