Is it possible to play the 2nd mix mode songs outside of...2nd mix mode aside from that vs. 2nd mix course? (That just sounded redundant...)
At the moment, no.

And you still can't choose your characters unless you have a paseli account right?

Unless you have an eAmuse account. Paseli is simply credits you earn for future games. Paseli is a bit more complicated than that but it's a credit system that has nothing to do with scorekeeping on any Konami game.

It's not such a stretch to assume players in Japan (not sure to the extent in the Asian region) will have an eAmuse card/account anyways. Anyone who is anyone that plays any Konami music game or eAmuse supported game like Quiz Magic Academy or Mahjong Fight Club, etc. will have one since you can use them for all eAmuse supported games and you can use it to store progress/scores and automatically enter events and get bonuses/unlocks.
In fact, the only people I know that have played that didn't have an eAmuse card (readily available) were tourists from overseas just here for a short trip or the random friends of friends that are tagging along after having dinner together or bowling or such, and even then I have seem many of them with eAmuse cards.
Now, if you want to change your character through the eAmuse PC site, you need to pay for membership, which is (depending on payment plan) 300~420 yen a month. It lets you access all kinds of stats, figures, rival data, records, preferences, etc., but on the other hand it is a shame this sort of thing isn't also free.
The whole "I'm waiting for the next 19 or even 20" statements have been going around since X2. That is definitely a western view. For the most part, the locals are in no rush whatsoever to have them, and according to eAmuse stats and player tendencies (as well as first hand experience), rarely did anyone play anything above a 15 anyways (and that 15 was usually Max 300).
But anyways, I still have unlock level songs to get, so I still have things to do on the game even without any more immediate unlocks on the horizon, despite having most of the new songs on X3 PFCd on single/double except for some really weird charts (mostly on double)

Hey Aaron (or anyone with access lol), I'm interested to see what's in the player's best list, mostly to see how are the DDR2010 songs ranking up there, since most people who played that over here agree that it was a pretty abysmal DDR game. I'm expecting to see Crazy Love, Let's Get Away and maybe even Private Eye up there, even though Crazy Love's expert chart is ass, IMHO.

The last time I checked last week, none of those 3 songs were in the top 3 or anywhere close to it. Meme Shikute was #1 actually. But I'll check tomorrow for some fresh stats.
Crazy Love's chart was meh on single. I liked the double chart a lot more mostly because it was more reasonable IMHO. From what I understand the Crazy Love Single chart ending is slightly different than the PS3/DDR2010 version of the chart anyways.

Wii version had the official chart, the PS3 one was the anomaly with the shuffle at the end. Glad they didn't use it, as it would've only made a bad chart worse at the end.

What's taking the new 18s so long to show their ugly faces
X2 AC didn't take this long.
Konmai is only waiting this long so that they can link the unlocks to the inevidable crossovers with IIDX Casino and jubeat lawnmower.

That's how far I got before I realized you were joking.
I could go for some IIDX Casino. *imagines Sakura and Iroha dressed up as a table girls*

Dude, I have been WAITING for IIDX Casino. I was so bummed when it turned out to be a hoax replaced by the... ah, discontinuity that was EMPRESS.
But I do think that they're planning another Append Festival-esque thing. It worked well with X2 (I'm so happy and Theory of Eternity, anyone?), so why not the next generation of BEMANI? *imagines SOUND VOLTEX BOOTH crossovers*
(I was thinking more along the lines of Siren and Shem as dapper dealers, but eh, to each their own.)

If it means getting the dubstep remix of MAX 300 into DDR, I'm all for it.

You wanted the eAmuse Player's Best list? Ask and ye shall receive. I would advise putting down any drinks you may be holding or drinking before viewing the following photos:
*NOTE : I didn't do this on the extra stage so I imagine Amalgamation may very well be in the top 30 (I'd be surprised if it isn't) since everyone plays it and getting it, even if you aren't they great a player, may only take two games worth of stars anyways*

The list starting from #1:
Connect
Heavy Rotation
Meme Shikute
Future Gazer
Straight Jet
Come Back to My Heart
Love & Joy
Beautiful Receipt
Reborn Magic
Fever
Tribe
Programmed Universe
Mermaid Girl
Diamond Dust
Chronos
Get Back Up!
Haunted Rhapsody
Heartbreak
Something Special
The Heavens Above
Seule
Take a Step Forward
Crazy Love
Dreaming can make a wish come true
Ever Snow (X3)
Find You Again
In The Zone
Let's Get Away
Magic Parade
Private Eye
