The event was always supposed to start 8/8 10 AM Japan time, which it did, everywhere.

Usually (though maybe not always), the data needed for events is sent out in an update prior to the event and simply made inaccessible until the intended date. It would be silly for Konami to wait until the time of the event start to send out the needed update data, at least IMO.
