HP4 wasn't ported to PS3. DanceDanceRevolution came out on PS3 and Wii at the same time. They were developed side-by-side.

The assets were developed by Konami for HP4, and then handed off to the PS3 development house. Being released on the same day doesn't mean they were developed side by side, most of the songs are finished almost a year in advance, and the games sit on the shelf for a long time, waiting for the holiday season release window.

The audio mixdowns, step data, sometimes artwork, and documents that explain "under the hood" gameplay mechanics, or specific coding tricks that need to be replicated, like the methods that the game uses to determine whether a player receives a perfect/great/good/miss - Anything which the port absolutely needs to incorporate, rather than try to replicate.
Konami always have a senior staff member oversee external developments, so the game is developed from the ground up, and then "ok'd" along the way, to stop it steering off in the wrong direction. They obviously did a lot of things which seemed weird, like their interperitation of how judgements pop up ontop of the arrow being pressed, instead of the center of the screen. That probably wouldn't have been an intended change of design, but must have got "ok'd" by Naoki when he checked one of the builds. I guess it looked cool to him, or wasn't considered drastic enough to go back and change?

I'm not sure what an audio mixdown is. If you're referring to the actual song that makes it into the game, obviously that's made independently and not made for one specific system over another.
While I can't claim to know for sure, step data is probably generated independently as well, meaning it's coded into the games after it's been generated and tested using some method they've been using since DDR was invented.
"Under the hood" gameplay mechanics are slightly different between the Wii and PS3 version if I recall correctly. Most things are the same, but some are different.
What I'm saying is that you're not giving any real proof that the Wii version was developed first and the PS3 version second. How do you know that?

Everything is made independantly. Taronuke gave me a really good explanation of how the steps are developed, but I'll leave him to explain it much better than I can.
The audio mixdown is just uncompressed audio. It's made on a multi-track, and then mixed down into one single track, then sent to the coders to be converted into a prioriotary format, and put into the game.
They're different because (with the exception of the Arcade - Playstation ports) the games all have to be built from the ground up. There are obviously very specific formulas that have to be consistant throughout every DDR game, but the way in which the game engine executes them is different, which is why you get these very small differences, which are noticable to you and me, but not noticable to a programmer or QA tester with no real experience of playing high level DDR, but has been hired to develop a new engine for it.
