When I download this, the challenge steps still says 1 footer. On the page it stated that it's 1 footer.

They have no official rating. In such cases, the accepted method of declaring such is to rate the steps 1.

I always thought that it meant 10. I think Ultramix 4 or whatever it is only goes up to 9.;)

Oni just isn't rated. Insaner (L.E.D.'s Punishment Mix) and PSM are rated 10's on Heavy.
