If someone was create the popular arcade dance machines like for example :
Dancing Stage Euromix 2
or
Dancing Stage Fushion
or
Dancing Stage SuperNOVA1
or the ones from your local arcades then you can practice at home before visiting them

There aren't any EuroMIX2 themes that I know of. I would go for a a DDRMAX2 or Dancing Stage MegaMIX theme. MegaMix is based on EuroMIX2, and EuroMIX2 is based on MAX2. Have some links:

There aren't any Dancing Stage SuperNOVA themes, but there is a DanceDanceRevolution SuperNOVA theme, and they are exactly the same games besides the name changing between versions. It is not completely identical to the arcade game though. Here it is:

Simply requesting a theme isn't going to get it made. There has to be people willing to work on it. If you want a theme made it's probably faster to learn how to make a theme and do it yourself, tbh.

would of thought to be honest to rip the stuff from arcade cds or rip from games and then you got the theme all done

If it were that easy, I'd have every DDR theme ever. Unfortunately that's not the case, and although the graphics and sounds can be ripped the animations and metrics cannot. Those must be hard coded. If people are willing to create any themes like that then you're fine. If not, then you'd better start studying up on your lua my friend. 
EDIT: Just an FYI, there is no official DS Fusion theme, but the DDRMAX3 theme is based off of it. You should check it out.
