Here's a link to a version of that Theme: http://sm.ajworld.net/themes/themes/cyberiastyle8.html Though I'm not sure where a download link can be found for it. The page links to another site which probably has it, but I can't read Kanji/Japanese/Whatever.

UPD.: Wow, I found myself just using it all the time, it reminds me of my favourite Wired noteskin (which is not working and which I would LOVE to have) and, of course, of Vivid. I like bright ones and I don't like recent color schemes with dull colors. So thank you very much.

This, it looks a lot like ITG 3's Retro noteskin. I think an OpenITG version should be made. I can't find the ITG 3 Retro noteskin anywhere so this should be a suitable replacement.
