I wrote the same question in beat+WINGs forums.
I tried to translate the album website and the Saya's blog, but I found nothing.
I used the Google Translator, to understand the news text (because I don't know japanese):

Well, if the site just opened, I would say that the album has yet to be released.
There doesn't seem to be any websites selling it, or preorders, so I guess they'll be doing that soon?

Bad news!!
Saya wont be able to perform at Riyu's concert!!! and SOUTH WIND album won't include 5 songs, only the 3 that we saw in the promotional clip... due this:

"Minami Sayaka was scheduled to perform at Kosaka Riyu's solo live at March, 20th, but because of bad health, she cannot participate. We deeply apologize to all fans who were looking forward to it.
And because of the bad health, she cannot record the solo work. We decide to sell the mini-album at the live event, and via the homepage, with the 3 songs that have been finished up to now."
