How to upload simfiles?

Just like the title says. I'm a newbie here.
I want to upload my first simfile.

As example, If I give you 1- to 5+ reps, it will adds or minus your user rating?

From what I understand of it, it's more complicated than just that, but basically, users with higher ratings have more influence to affect ratings than users with lower ratings, and going back to the main point you were asking, you have to earn a positive enough reputation to earn the privilege of getting your own simfile category.

But, what if I asked for my simfile category without following the instructions?
