Check the Arcades section; that has all of the answers you seek in regards to arcade locations.
Otherwise, just use Google. It's quick and simple and doesn't require you to make several threads in a forum asking what is virtually the same question.

If you have no luck finding jubeat machines in the Netherlands with the Z -I- v arcade locator, that means there are no jubeat machines in the Netherlands. It's a very exhaustive resource.

If you have an iDevice of some sort, download jukebeat. It's essentially jubeat for your iPhone, iPod or iPad. It's more convenient than searching down a machine outside of Japan, but it tends to get pricey with each music pack costing 4-5 dollars. jukebeat also gets rather hard to play on a iPod/Phone, so I suggest trying to play it on an iPad if you have one.

But the iOS version has problems. 1: No unlockables, enough said. 2: Purchasing a special stage like Elemental Creation kills all the fun of trying to unlock it in jubeat saucer. 3: It doesn't feel like the arcade version, and guides for making jubeat ASCs are hard to find.
