It's because of all the leeches that spammed until they got their way to the prize.
Very poorly done. Not the best way to form a community which they had wanted it to be.

Apparently content had to do with how the site fell, but not in the way we thought. While there was indeed some copyright issue (some random artist), it turns out from the Twitter posts the admin was posting that the server costs were getting too high to keep the site up. After a couple of posts requesting people to donate, it went down. Apparently though, according to a post on March 12th, he's hoping to get the site back up sometime in the near future. Whether it will happen remains to be seen.

Yeah not paying bills pretty much ended the site, don't think the 'rule' they had placed was a factor in it, because if they honestly had no restrictions people would not even post a single thing on the forums, yet having the rule made it easy bait for spamming, although the mods ther really needed to clamp down on that, which didn't quite happen so much.
I do hope it jumps back up again soon...

I really hope it goes back up soon. It's really a great place to download all the BEMANI albums I need

I was getting so close to the mark, I really wanted to get that Venus mini album too T_T
